We examine the role of the North Aceh Government in implementing the Law on the Governing of Aceh (LoGA) as a legal structure in development policy. As a symbol of peace, the LoGA is a reference for accelerating development to alleviate poverty, including North Aceh as a conflict region. However, until now, the area remains the poorest in the province of Aceh. This research used descriptive qualitative methods, evaluating the local government’s performance as policymakers based on the Law by reconstructing policy theory (Easton) and legal system (Friedman). Our findings indicated that the local government needed help implementing LoGA to form development policies to solve poverty. This research suggested the importance of providing legal certainty in the distribution of authority, capacity building, and strengthening of political will for local government conducting its role.

The Anti-SLAPP mechanism in Indonesia still needs to fulfill the four fundamental dimensions of effective Anti-SLAPP. Deciding on Anti-SLAPP in an interim decision is a progressive step because it is a translation of the Anti-SLAPP mechanism in the form of a case dismissal procedure as early as possible. Because no complete rules govern it, this creates confusion for judges. This research aims to analyze the philosophical orientation of judges in resolving disputes for anti-strategic lawsuits against public participation fighters based on Pancasila justice. This research is normative legal research employing two approaches—a philosophical approach and a conceptual approach—and collects and obtains data through direct interviews with judges. This research shows that the Judge's decision in resolving anti-SLAPP disputes based on Pancasila values still needs to be stronger. So, development that damages the environment and benefits the government and corporations will continue. Based on these facts, it is known that the regulation and implementation of anti-SLAPP in Indonesia still do not provide justice for all elements of it because one of the causes is the limitations of the existing anti-SLAPP rules in Indonesia. The factors that caused the Judge's decision not to be based on Pancasila justice can be seen from the lack of legal protection for environmental fighters in Indonesia. Then, the Judge's philosophical orientation in resolving Anti-SLAPP disputes with Pancasila justice refers to the five principles of Pancasila.

This research aims to analyze the regulations regarding the civil liability of the master based on the Maritime Transport Regulations in Indonesia. This research is normative legal research using secondary data and a statutory regulatory approach. The research results show that, first, if the captain, in carrying out his duties and authority, causes losses to shippers or passengers, including other material losses, due to his negligence, mistake, or error, then the master is not civilly responsible; however, if the master is due to negligence, mistake, or mistake, causing damage or destruction to the goods being transported or passengers suffering minor injuries, serious injuries, permanent disability, or death. Second, the weaknesses in the current regulation of ship worker responsibilities consist of legal weaknesses in terms of legal substance, where the responsibilities of ship workers have not been regulated strictly in the shipping law, and weaknesses in terms of legal structure, namely the legal understanding of law enforcement officials, which is still lacking in action. Shipping Crimes: There is no Special Court for Shipping Crimes, and Human Resources for Law Enforcement Officers for Shipping Crimes still needs to be improved.
