Legal basis of grant support for agribusiness as a direction of the state agrarian policy of Ukraine under martial law

Abstract

The article is devoted to the study of the legal framework of grant support for agribusiness as a direction of the State agrarian policy of Ukraine under martial law and in the post-war period with a view to ensuring sustainable development of the agrarian sector. The author emphasizes the need to preserve and realize the powerful agricultural potential of Ukraine and to counteract the threats and losses of martial law, with the aim of promoting the post war revival of the agricultural sector of Ukraine’s economy. The author notes that today there is a need to formulate and implement a scientifically sound, systematic and stable state agricultural policy under martial law and in the post-war period, and to determine its current priorities and directions, one of which is certainly grant support for agribusiness.The article examines the current legal framework for grant support to agribusiness entities, analyzes the novelties and outlines the problems of legislative regulation of relations in this area. It is determined that the modern agrarian policy of the State should be implemented, first of all, in the following areas: a) security (ensuring food security, ensuring agro-production, agro-energy and agro-ecological security); b) the area of stimulating agribusiness in the extremely difficult conditions of a full-scale war (financial, grant, tax support, etc. ), c) the direction of compensation for damage caused by the military aggression of the Russian Federation to the agrarian sector and agricultural producers; d) the direction of digital transformation of relations in the field of agribusiness; e) the direction of post-war recovery and sustainable development of the agrarian sector. The author emphasizes the regulatory transition in the legislation of Ukraine to direct grant support for agricultural producers. It is proved that grant support for agribusiness under martial law is of great importance in ensuring the financial stability of agribusiness entities and is carried out both at the domestic (national or regional) and international (global) levels, and emphasized the need to improve the current agricultural legislation in this area.
