This review paper presents a conceptual framework and analysis of strategy approaches to transitioning states, focusing on the case of South Sudan. The proposed framework encompasses service leadership, institutional performance, transitional governance, and transitional reforms, emphasizing their interrelationships and significance in facilitating effective transitions. Service leadership, characterized by principles such as trustworthiness and stewardship, plays a crucial role in creating awareness, persuasion, and conceptualization. Institutional performance, including factors like human capital and accountability, is essential for evaluating and improving the delivery of public services during transitions. Transitional governance involves processes and structures that enable the reconfiguration of governance roles and practices, guided by principles such as the rule of law and transparency. Transitional reforms, including peace agreements and governance enhancements, aim to reconstruct socio-economic development and enhance governance. Despite progress, challenges such as systemic vulnerabilities and political fragility persist, hindering the implementation of transitional government targets in South Sudan. The paper concludes by recommending consensus-building, prioritization of governance reforms, and finalization of a permanent constitution to address challenges and improve transitional governance.

The dawn of democracy in South Africa since 1994 has witnessed numerous and violent service delivery protests from the African masses who were previously disenfranchised who expect better care from their legitimately elected government. The responsibility to provide basic services has been decentralized to enable a bottom-up approach to governance. The purpose of this paper is to examine the extent to which and depth of communication between communities and ward councillors together with the municipality members in a rural South Africa. The study used a questionnaire to gauge how the randomly selected sample of 116 community members from the population of Ulundi Municipality perceived the communication they received. Data analyses relied on the use of a statistical software and the study is descriptive. The findings revealed that the residents were familiar with their ward councilors and participated in ward meetings. However, the municipality was identified as not satisfactorily accessible to the constituents. This suggests that there should be measures put in place to improve communication at this level. More so because service delivery protests are often directed at councilors and municipalities as they are the ones legislated to provide services at the local sphere of government. Regular communication would allow the municipality to appraise communities about challenges they might experience in bringing about quality services to the community. Spheres of local government from different levels should co-ordinate their activities to reach all the communities.

Effect of talent development on organizational performance

The proliferation of public universities has intensified competition for talent acquisition, accentuating talent development's significance as a pivotal determinant of organizational efficacy. Concurrently, fiscal constraints, imposed by the Kenyan government, have imposed financial strains on public universities, potentially diverting attention away from talent development imperatives. Against this backdrop, this study aims to scrutinize the influence of talent development initiatives on the performance of Maasai Mara University. A total of 86 respondents were engaged in structured interviews, facilitated by standardized questionnaires to gather data pertinent to the research objectives. Participants were selected to ensure representativeness across various organizational hierarchies and departments using a stratified simple random sampling technique. Descriptive statistical methods, including mean and standard deviation calculations, were employed to summarize the data, while inferential analyses, such as Pearson correlation analysis and multiple linear regression, were conducted to ascertain the relationship between talent development and organizational performance. The findings of the study underscore the salience of talent development endeavors in bolstering organizational performance. Notably, the statistical analysis revealed a statistically significant relationship between talent development and organizational performance, as evidenced by an R2 change of 0.204, signifying that talent development accounted for 20.4 % of the variance in organizational performance. Consequently, the study advocates for implementing robust talent development strategies within public universities, positing them as catalysts for enhancing organizational effectiveness. This study's implications extend beyond academia's confines, offering actionable insights for policymakers and organizational leaders, tasked with charting talent management strategies. By informing policy formulation and strategic planning processes, the findings of this study are poised to contribute to the enhancement of talent management practices within the higher education sector, thereby fostering institutional resilience and efficacy
