Abstract: There has been a growing concern for excellent service delivery in the public sector. “…The social contract is an ideal concept of isomorphism, which is a concept where a transitional government is formed to adjust its political organization or fragility into a peacefully political settlement by having social fabrics such as: the capacity to establish laws & orders, and policies; normative fabric to introduce social life values and norms; cognitive fabric to provide an interactive environment for legislative actors (Yuga & Anas, 2020).
