Abstract:Implementation of law enforcement and public health programs in Latin America has been challenging. From financial reasons to lack of political support, positively evaluated programs are terminated. In this context, we argue that collective learning is an innovative strategy that leads to stronger, well-organized, resilient groups of policy entrepreneurs who can advocate for better policies and programs.
