“…Early on there were expectations that the Directive might have a stronger impact in the CEE new Member States than in the EU-15, because in the former no general regime for information and consultation had existed (for example, Donaghey et al, 2013). At the initial stage of implementation of the Directive, it appeared that trade unions (at least in Czechia, Poland and Slovakia) were sceptical towards works councils, seeing them more as competition than allies (Tholen, 2017). This article looks at the evolution of industrial relations in Central and Eastern Europe after the so-called ‘eastern enlargement’ between 2004 and 2013. The main claim is that 20 years after EU accession the ‘European dream’ (embodied in the European Social Model) has not been fulfilled in the area of industrial relations. Furthermore, the main frame of reference (thus the goal to be reached) has become increasingly distorted over the years. The article investigates the dynamics of industrial relations in the ‘new’ Member States of Central and Eastern Europe in order to show that what had been expected to become a transition – that is, a move from one defined point to another – eventually turned into a transformation without convergence on a clear model and characterised by widespread weakness and fragmentation of industrial relations.

Part 4: Building Information Modeling (BIM)International audienceBuilding Information Modelling (BIM), as an object-oriented tool, has been the buzzword in Architecture Engineering and Construction (AEC) sector in recent years. The buzz has created a lot of promise of an imminent paradigm shift and productivity and lifecycle improvements in the AEC sector, and plenty of benefits are cited in the literature. Consequently, the word has reached the shipbuilding industry as well, which faces many similar productivity and lifecycle challenges as the AEC industry, and which is seeking similar advancements in digital tools that can bring around the change. As a result, the Finnish shipbuilding industry expressed interest in exploring what are the BIM-enabled best practices in the AEC sector, and which of these can potentially be transferred to the shipbuilding industry. This research explored these issues. Findings suggest that due to lack of mutual communication, the professionals across each industry believe the other to be doing better

This article deals with the dilemmas faced by trade unions from Central and Eastern Europe (CEE) in the context of their relations with western European (EU-15) unions and the European Trade Union Confederation (ETUC). The issue of cross-border solidarity is re-examined, taking into account its historical meanings as well as current developments under the pressures of globalisation and EU integration. The article analyses key factors affecting East–West trade union relations – different views within the ETUC, discontinuities in European social dialogue, challenges faced by European works councils and the uncertain future of transnational company agreements. Major dilemmas CEE unions cope with vis-à-vis their western counterparts are outlined. The question of how to achieve a common interest platform for trade unions from Central and Eastern Europe and from western Europe is raised, followed by a suggestion that ‘downward convergence’ in industrial relations is bringing the two regions closer.
