We examined gender-based household welfare differences in Ghana among smallholder households. We measured disparities in welfare outcomes (food poverty, vulnerability, and food consumption inequality) across male and female household heads and identified the set of covariates influencing them. The study utilizes a dataset from a farm household survey undertaken in Northern Ghana from October to December 2018. A multistage sampling approach was adopted in selecting 900 farm households. The Oaxaca–Blinder mean and Recentered Inference Function decomposition techniques highlighted the sources of gender differentials in household welfare outcomes. The findings indicate a significant gap in food consumption expenditure per capita and household dietary diversity scores between male- and female- headed households, and these gaps are as high as 28.2% and 18.1%, respectively. However, there are no statistically significant differences in vulnerability to food poverty between male- and female-headed households. The Lorenz curves confirm inequality in gendered households’ food consumption expenditure and dietary diversity scores. This study highlights the existence of systemic female-headed household vulnerability to food poverty in Ghana. This study provides significant evidence of the need for policymakers to address food systems’ structural deficiencies and inequalities with gender in mind.

The purpose of the study is a political science analysis of existing approaches to ensure food security in Russia, identifying food risks and threats to national security and determining the most effective model of agricultural policy for modern Russia. The research methodology was based on the toolkit of political science analysis, which made it possible to identify political problems of ensuring the food security of the Russian Federation. Interdisciplinary approach using historical and comparative elements contributed to a deep analysis of agricultural policy and the identification of effective models for ensuring Russian food security. The research is based on general scientific methods of analysis, synthesis, as well as structural-functional and modeling method. Political science analysis of food security in the context of ensuring national security is carried out. The Russian agrarian potential in the conditions of the existing challenges and threats to the national security of Russia is investigated. The essence of state protectionism as a priority of agricultural policy in ensuring economic and national security is shown. The article describes the "Doctrine of food security of Russia" as an important tool for strategic planning and considers the essence and main features of the political and economic strategy for ensuring food security in the course of agrarian reforms.

Kebijakan pangan diperlukan sebagai regulasi mendasar dalam upaya meningkatkan kemandirian pangan, dengan tujuan menjamin ketahanan pasokan, diversifikasi, keamanan, kelembagaan, dan organisasi pangan. Review ini ditujukan untuk mempertegas bahwa pengembangan wilayah perbatasan negara tidak dapat dipisahkan dari pembangunan sektor pertanian. Saat ini ketahanan pangan masyarakat di wilayah perbatasan Pulau Kalimantan (Kabupaten Sanggau, Nunukan, Malinau) masih bergantung pada Negara Malaysia terutama pada produk pertanian dan peternakan karena tersedia cukup, mudah diakses, dan harganya yang terjangkau. Indikator terwujudnya ketahanan pangan mencakup empat aspek, yaitu ketersediaan cukup, distribusi merata, terjangkau, dan berkelanjutan untuk seluruh masyarakat. Pembangunan pertanian di daerah perbatasan diharapkan dapat meningkatkan kesejahteraan petani sekaligus dapat menjamin ketahanan pangan daerah perbatasan, dan mendukung ketahanan pangan nasional. Kebijakan pengelolaan wilayah perbatasan membutuhkan regulasi yang berpihak pada peningkatan kesejahteraan. Tingkat kesejahteraan hidup memberikan motivasi dan kemauan berkorban demi mempertahankan idealisme dan ideologi negara kesatuan Republik Indonesia.
