La Transferencia de Políticas como fuente de Innovación Gubernamental: Promesas y Riesgos

Abstract: El trabajo analiza las complejidades de los procesos de transferencia de políticas como fuente de innovación en la gestión publica. Se argumenta que si bien los gobiernos pueden recurrir a los ejemplos internacionales para innovar (y por lo tanto mejorar) sus procesos de política y gestión pública, la innovación basada en la transferencia de experiencias de otros países se encuentra atada a una serie de restricciones cognitivas, organizacionales y político-administrativas que más vale tener en cuenta.
