La Transferencia de Políticas como fuente de Innovación Gubernamental: Promesas y Riesgos

Abstract

El trabajo analiza las complejidades de los procesos de transferencia de políticas como fuente de innovación en la gestión publica. Se argumenta que si bien los gobiernos pueden recurrir a los ejemplos internacionales para innovar (y por lo tanto mejorar) sus procesos de política y gestión pública, la innovación basada en la transferencia de experiencias de otros países se encuentra atada a una serie de restricciones cognitivas, organizacionales y político-administrativas que más vale tener en cuenta. It argues that, while governments might look at international examples to innovate (and thus improve) their policy and public management processes, innovations based in the transfer of other countries' experiences are inevitably linked to a series of cognitive, organizational, and politico-administrative constraints, which should be taken into account.
