Law 1448 of Victims and Land Restitution was ratified in Colombia in June 2011. Intergovernmental organizations, countries and nonstate actors supported the Colombian government in the design and implementation of the initiative. Drawing on a framing analysis, namely Entman and Serra's analysis of international frame projection, this article explores the dynamics of convergence and contestation between international and domestic sectors in relation to the legislation's implications for rural development and peace. The results suggest a need to understand the “glocal” flows of political communication in contexts of governance and to illustrate the contradictions emerging from the humanitarian and developmental agendas of international cooperation.

The implementation of the provisions of the Final Peace Accord on land should have furnished an unprecedented opportunity for Colombia to overcome traditional obstacles to the effective enforcement of reforms to secure land tenure, provide access to vulnerable groups and realize the productive potential of the Colombian countryside. However, two years later achievements in this field are minimal. While most of the academic discussions are still focused on the tension between ideological positions about the extent of private property rights, this paper will look into some of the policy and institutional challenges faced by the Administration that took office on August 2018. The lack of a strong land policy and institutional frameworks has limited the impact of the implementation of previous reforms and may also impair the reforms pursued by the new Administration. The challenges remain significant and, as this paper asserts, unless they are properly addressed, the risk of another frustrated reform will remain high.

Impacto del posconflicto desde la mirada de un subsector agroindustrial regional

The peace agreement was signed at the end of 2016 year between Colombia and the Revolutionary Armed Forces of Colombia (FARC), finishing one of the longest conflicts in the history. Up until now, there has been no assessment on how the economic sector perceives the different strategies that the government have proposed in order to improve the economy and quality of life after the conflict. In this sense, this research proposes an assessment of the impact of these strategies by applying a survey based on the Delphi method, which uses retrospective over the armed conflict affectations and prospective on the perception of the post-conflict context in an agroindustrial subsector. Among the most important results is that the future outlook of the agroindustrial subsector analyzed is optimistic in general, hoping for better profits, despite the evident past affectations caused by the armed conflict.
