“…The report of the Monitoring Commission and the Ministry of Justice's (CASAD 2009) audit of legal aid, for example, focused primarily on the financial cost of the system for accessing law and justice, thus devaluing, or at best omitting any mention of, the impact of their implementation in terms of enforcing citizens' rights and of citizens' potential difficulties in obtaining legal aid for lack of financial means. Citizens' access to law and justice has to do with multiple factors, not all of them attributable to the law, the legal professionals or the functioning of the judicial system as a whole (Pedroso et al 2003a(Pedroso et al , 2003b.
