“…As in other cases, the fragmentation and weakening of local governments would strengthen the real decision-making power of the central government (Lewis, 2014 ; Tan, 2020 ), or through the deliberate choice of the IGR strategy, based on coordination and cooperation, only, and not based on collaboration (Wockelberg & Ahlbäck Öberg, 2021 ), would be leading to fragmentation and conflicts of functions and competencies between the three levels of government. Sustained by biopolitics and biopower, those patterns of behavior developed within the framework of the IGR oriented toward decentralization and respond to the administration and control of life in the territory from the centralized and centralizing power of the State (Urabayen & Casero, 2018 ; Useche Aldana & Pérez, 2019 ) and through the various regimes of liberal and neoliberal governmentality (Calveiro, 2020 ; López, 2016 ).…”

“…Third , considering that the political behavior of government actors at different levels responds to a structure and a political order instituted in the State, its analysis and understanding are possible from the biopower and biopolitics theories. Biopower is understood as the control society, centered on the production and administration of life from the centralized power of the State, whose model is medical, as in the disciplinary, and its objective is the safety of the population (Urabayen & Casero, 2018 ; Useche Aldana & Pérez, 2019 ). For this purpose, the government regimes are constituted, and with the new governmentality seeks to include and control the populations that are part of community of the life.…”
