“…Finally, the case of the Eastern Republic of Uruguay that has particular characteristics, given that, unlike the rest of the countries of South America, Uruguay incorporates a level that we could define as sub-local (municipal) when creating a territorial structure under the existing departmental administration until the Constitution of 2010.
