L'agri-environnement, une production d'avenir ?

Abstract: Is the agri-environment a future production ? Has French farm policy taken a turn in environmental matters ? The growing importance of arrangements for implementing regulations and directives coming from Brussels has, over the past decade or so, permanently linked environmental questions and production practices. However, planned financial incentives amount to but a small part of aid for agriculture. For this reason, the modifications ensuing from these measures primarily serve to shed light on the… Show more

“…The reaction of the fnsea, the majority agricultural union, strove rather to condemn, as of 1996, the accumulation of 'ecological constraints' due to the concomitant application of the Habitats and Nitrates directives. Fully implicated in the negotiations and joint management of the public policies, this union was most concerned about financial compensation for the two directives and the increasing influence of the Ministry for the Environment in agricultural practices (Alphandéry and Bourliaud 1996). With regard to the huntsmen, they put forward the precedents relating to the Birds directive to incite considerable action on behalf of their fellow huntsmen.…”

“…Thus the French understanding of multifunctionality was marked from the outset by a comprehensive view of farming, which included its productive role together with its other functions. From the 1992 CAP reform onwards, the environmental accompanying measure was applied in France in the form of a unified horizontal measure, the 'grass allowance', which followed the same logic (Alphandé ry and Bourliaud, 1996), although it was more designed to offset the recurrent crises in the beef sector than as a real environmentalist policy measure. This particular application came about from the co-management system under which there is a close association between the state and the agricultural profession (represented by the leading farmer union FNSEA).…”
