Abstract: Since Kyrgyzstan declared independence from the Soviet Union in 1991, the country has been an outlier in Central Asia. Unlike its authoritarian neighbors-Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan-Kyrgyzstan quickly developed a more open and pluralistic political system.
