The research relevance is determined by the need to review the regulatory aspects of the digitalisation of civil litigation in the Kyrgyz Republic, given the complex set of problems that exist in this area. The main objective of the study is to analyse the digital civil litigation in China with the prospect of extracting positive experience for possible implementation in Kyrgyzstan. The methods of statistical analysis, analogy, generalisation, as well as formal-legal and formal-logical approaches are used in the study. As a result of the analysis of the peculiarities of legal regulation of online civil proceedings in China, modern mechanisms of this regulation are found to contribute to maintaining stability and improving the efficiency of the judicial system. The scientific research confirms the fundamental concept that the integration of information technologies into the processes of legal proceedings does not affect the fundamental concepts of the theory of judicial evidence. Nevertheless, the analysis also identified significant risks associated with this process, such as an increase in the number of court cases, potential distortion of the nature of judicial activity, and other aspects. This study provides a conceptual approach to facilitating access to justice through the digital transformation of court procedures. This approach includes the use of information and telecommunication technologies and remote alternative dispute resolution methods such as online mediation and online dispute resolution systems. Special attention is paid to the need to consider the interests of all parties when introducing artificial intelligence into the judicial system. The study of different points of view allows for a deeper understanding of the complexity of this process and identifies possible ways to improve civil litigation in the context of digitalisation in Kyrgyzstan. The findings of the study are of potential value for the implementation of China's positive experience in the context of the digitalisation of civil litigation in Kyrgyzstan.

This article examines the problems of legal policy in the Kyrgyz Republic system of public administration, the role of ongoing reforms in this area, the place of the judiciary in the mechanism of the government, the importance of a legal culture of participants in public relations based on the law rules. The importance of the tasks assigned to the government bodies, courts and legal entities affecting the rights, freedoms and legitimate interests of citizens, determining the special position of the court in the government mechanisms. Research aim is to investigate legal policy and culture in the public administration system and judiciary in the Kyrgyz Republic according to Kyrgyz Republic Laws and Decrees. Research results in this article based on historical comparative, formal logical, general and historical law methods and on literature analysis.

In the context of rapidly changing information space and digital technologies, research on the effectiveness of registration procedures is essential to ensure fairness, protect the interests of citizens and entrepreneurs, and improve the efficiency of public administration. The study aims to identify the main difficulties arising in the registration of civil law contracts in Kyrgyzstan in the context of modern changes in legislation and the introduction of digital technologies, as well as to develop practical recommendations to improve the registration process. To achieve this purpose, a comprehensive approach was used, including an analysis of the legal framework, a statistical analysis method, and a questionnaire survey. The study results identified several key problems in the system of registration of civil law contracts in Kyrgyzstan. Firstly, the registration process was found to be lengthy, which slows down economic transactions and creates uncertainty for the parties. Secondly, a lack of transparency of procedures is present, which may encourage corrupt practices. The study revealed limited use of digital technologies in the registration of civil law contracts in Kyrgyzstan, which hinders the optimisation and automation of the process. This is related to insufficient integration of databases, outdated systems and insufficient development of information infrastructure, which hinders the effective implementation of modern technologies and slows down the modernisation of the registration system. In addition, solutions to these problems are proposed, which include improving legislation to speed up the registration process, increasing transparency and ccessibility of information, and actively introducing digital tools such as electronic signatures and online platforms to simplify procedures and reduce administrative barriers. The results of this study can be used to develop and implement effective measures to improve the system of registration of civil law contracts in Kyrgyzstan, which in turn contributes to increasing transparency and accessibility of legal services for citizens and businesses
