Abstract

The Turkish Republic of Northern Cyprus (TRNC) government is in significant struggle due to the new corona virus (Covid 19) epidemic. The new corona virus is a global disease that the entire World must deal with, not just the TRNC government. In this process, the measures taken by governments are not limited to the health area, but measures are taken that affect many areas. For this reason, criticism of political power extending the boundaries of authority is on the agenda. Unlike many countries, fast and effective measures have been taken in TRNC. While viewing at the number of cases, the government has succeeded in preventing the spread of the epidemic. When the first cases of corona virus arise, crucial demands have been raised for the declaration of a state of emergency. However, today's coalition government has chosen to lead the process by taking extraordinary measures under the usual rules of law. In this case, there may be some deviations from the principle of the rule of law. Yasa gücünde kararname, Resmî Gazete'de yayımlanarak yürürlüğe girer ve aynı gün, gerekçesi ile birlikte Cumhuriyet Meclisine sunulur. (2) Cumhuriyet Meclisine sunulan yasa gücünde kararnameler, İçtüzüğün, yasaların görüşülmesi için koyduğu kurallara göre komitelerde ve Genel Kurulda, diğer bütün konulardan önce, öncelik ve ivedilikle görüşülüp karara bağlanır. (3) Meclis bu konudaki kararlarını 14 Bundan böyle 5/1976 Sayılı Yasa olarak anılacaktır.
