PurposeDespite the quantity of collaborations, the vocational network of the housing production in Ankara during its first five years (1923–1928) remains dispersed. The aim of this study is to identify all the actors of housing production and their collaborations which shaped Ankara's urban development as the new capital city.Design/methodology/approachThe study engages with the literature and archival documents to identify the actors of the housing production, i.e. architects, master-builders, public institutions, private companies, contractors and entrepreneurs, and their resultant vocational network in the housing production in Ankara during 1923–1928.FindingsDue to different agendas, such as speculation, financial interests or patriotism, the construction industry in Ankara had become an arena where many paths intersected, forming an intertwined vocational network. The profession of contractor became popular, and local architects, engineers and even individuals of various other professions began to work as mediators for foreign companies and public institutions, which required support especially in large-scale projects.Originality/valueThe dispersed information revealed that the actors of the housing production remained mostly anonymous, or only the famous architects were commemorated; however, others could be found within the lines of the established literature on Ankara and/or in archival documents. This research not only focuses on “salient” actors but also highlights the “silent” actors of the housing production and prepares charts to clarify the vocational network in Ankara during its first five years to contribute to the future studies on Ankara and its housing.

ÖzAnkara, genç Cumhuriyet'in sadece mekânsal olarak ele alınamayacak; son derece kapsamlı bir toplum mühendisliği ütopyasıdır. Aynı şekilde Atatürk Orman Çiftliği (AOÇ) de Ankara içinde gerçekleştirilen önemli ve eşsiz bir 'kentsel mekân ütopyası' dır ve sadece bir rekreasyon alanı olarak anlamlandırılmaya indirgenemez. Cumhuriyetin ilk yıllarından itibaren Ankara ile birlikte şekillenmiş, daha sonra metropoliten makroform içerisinde daima önemli bir konuma sahip olmuştur. Bu makale, ilk olarak Ankara ve AOÇ'yi iç içe geçmiş ütopyalar olarak ele almayı amaçlamaktadır. Daha sonra, oluşan AOÇ mekân dokusunda atölyeler, Etimesgut (Ahi Mesud) Japon Gülyağı Tesisleri ve Direksiyon Meyhanesi örneklerinde fotoğraflar ve sözlü tarih çalışması yoluyla, büyüyen Ankara metropolü ile ilişkilendirilerek mekânsal değişiminin nedenleri üzerinde yoğunlaşılacaktır. Yazının son bölümünde ele alınan tartışma konuları; AOÇ'nin kuruluş ideallerine sadık kalınıldığı savunularak, aslında; 1938' den başlayarak 'kamu için kamu'ya rağmen' anlayışı ile kâğıt üzerinde kamuya açık bir kent parçasına dönüşüp dönüşmediği ve Ankara ütopyası uygulamasının da daha başlangıçta karşılaştığı, uygulama sürecini olumsuz etkileyen etkenlerdir. It is known that Talat, Cemal and Enver Pashas, who were the leaders of the Union and Progress, left the country on November 2 and November 3, 1918 at the end of the First World War and settled in Berlin, Germany. This study covers the organizational efforts of the members of the Union and Progress who later dispersed to European cities, their correspondence with each other and their correspondence with Mustafa Kemal between the years of 1919 and 1922. Archival documents are important in terms of providing useful information in revealing some essential points in history. The content, aims and objectives and strategic dimension of the letters are also discussed in this study. Sources have been meticulously chosen. It was researched whether they were the right sources, then the appropriate sources were taken to my source archive and used in the study. The subject of our article is the activities of the Unionist leaders abroad and their correspondence with Mustafa Kemal. While many correspondences are found between Mustafa Kemal with Cemal Pasha, there are fewer correspondences with Enver Pasha. All of the letters written to Mustafa Kemal were published under the title "Historical Letters in Tanin" by Hüseyin Cahit Yalçın from October 1944 to April 1945. Şevket Süreyya Aydemir's three volumes of "Enver Pasha" were published in Kazım Karabekir Pasha's "War of Independence". The aim of this study is to reveal the perspective of the Unionist leaders, who have made history in Turkey, on the national struggle. I tried to strengthen my hypothesis by talking about the correspondence of the Unionist leaders Cemal, Talat and Enver Pasha with Mustafa Kemal. The limited original sources of these correspondences made my work difficult, but it was seen that there was a lot of material for history in the writings of those who witnessed the period.
