The history of economics literature has few studies on how traveling impacts economists and their ideas. Much fewer still on the travels of lesser known economists such as Romesh Chunder Dutt. Dutt (1848–1909) was the founder of agricultural economics in India, a civil servant in the imperial administration, a writer, and an early nationalist fighting for Indian independence. Dutt encouraged traveling because, according to him, if Indians were to see and experience progress in Europe they could better understand modernity. Indian travel writing, unlike the European counterpart, was about experiencing what Indians had learned about modernity at the imperial universities in India. And yet, when the Indian travelers went to Europe they observed modernity alongside poverty, something that modernity should have excluded. Travel and travel writing for imperial subjects like Dutt was an empowering act where the gaze of the other was reversed: Indians showed that they could now also observe and study the British subject. I argue that Dutt's travels ultimately provided him with a new method to examine the world and criticize the way it was organized.

The role of traveling as a source of discovery and development of new ideas has been controversial in the history of economics. Despite their protective attitude toward established theory, economists have traveled widely and gained new insights or asked new questions as a result of their exposure to “other” economic systems, ideas, and forms of behavior. That is particularly the case when they travel to new places while their frameworks are in their initial stages or undergoing changes. This essay examines economists’ traveling as a potential source of new hypotheses, from the eighteenth to the twentieth centuries, with a detailed case study of Douglass North’s 1961 travel to Brazil.

International knowledge flows and the administrative barriers to mobility

Face-to-face contact, even temporary one, helps researchers form personal ties and transfer tacit knowledge. The ability of researchers to colocate, including attendance at international conferences, workshops and seminars, is affected by the administrative barriers to international mobility. This paper uses a gravity-style empirical framework to examine the link between international knowledge flows and immigration policies. The results suggest that the paper walls erected by such policies reduce not just the mobility of individuals, but also the diffusion of knowledge. A moderately restrictive mobility barrier reduces incoming and outgoing knowledge flows by about 0.8-1.3% per year. The effect of knowledge-exporting country's policy persists for nearly 10 years. There is also a short-term asymmetry: diffusion of recent knowledge is affected more by the immigration policy of a knowledgeexporter rather than a knowledge-importer.
