The size of the jurisdiction and, in particular, its economic function turn out to be the important determinants of the decision-maker's perception of the intensity of competition. In particular, respondents from urban centres perceive a much higher intensity of competition for firms with respect to competing jurisdictions which are distant or even located in other countries. Our empirical findings confirm the assumption of the empirical literature about the importance of neighbourhood competition, but it also shows that another important factor is missing. In particular, the assumption of the empirical literature that competition takes place only among neighbours is at odds with the theoretical approaches where all jurisdictions compete simultaneously. The existing standard models, however, are incapable of explaining the empirical particularities of local competition.These empirical findings motivate our sequential tax competition model which considers a rich competition structure. Essentially, we assume a number of metropolitan regions which each consist of one city centre and a number of surrounding (rural) jurisdictions.The model has two levels of competition for mobile capital: first, cities simultaneously compete for mobile capital by setting their tax policies (which can be interpreted as competition for large scale investments, such as headquarters); second, rural areas compete simultaneously for capital within their metropolitan area (which corresponds to the neighbourhood competition).We are especially interested in the effects of a rise in the number of metropolitan regions, which represents the increase in external competition, for example through globalisation, Eastern enlargement of the EU or German unification. It is shown thatsimilarly to standard models -the capital tax rates of the cities converge to zero, but they stay positive for the hinterlands. Moreover, cities are more affected by an increase in external competition than hinterlands, since they reduce capital tax rates more and shift more from mobile capital to immobile labour taxation. “…We decided to focus on mayors and their experiences for two reasons. First, the office of the mayor is at the heart of the municipal political system, resulting in far‐reaching powers and responsibilities in economic as well as social politics (Wehling, 2010) that have even expanded during the last years, for example, as a consequence of the influx of refugees between 2015/16 (Vetter, 2018, p. 35). Therefore, and because they are often the very first possible contact that comes to peoples' minds when citizens have questions or complaints regarding municipal policies, we argue that mayors are most likely to receive “negative feedback” from people in their municipalities, as they are in many cases responsible or at least perceived to be responsible for the decisions that cause dissent.…”

Drawing on an online survey of mayors from the German federal state of Baden‐Wuerttemberg this article analyses (1) to what extent social media is used abusively at the municipal level, (2) how mayors react to hate speech and (3) whether the experience of such insulting comments and threats is correlated with their perception of social media as a tool for political communication. The analysis shows that hateful comments are part of the social media experience on the local level. 53.9% of the mayors have at least once experienced personal insults and hostilities on social media in their role as politicians. The majority of them (56.7%) ignored the hate speech without reaction. Significantly fewer reacted more actively: 29.8% responded to the insulting message, 5.4% blocked the hater, and 8.2% filed a judicial complaint. The statistical analysis shows that mayors who use social media in a more professional way are more likely to react to hate speech in such an active manner. Moreover, the experience of hate speech and particularly an active type of reacting are found to be positively related to mayors' perceptions of how useful they consider social media to be for political communication.

Sažetak:Predmet UVODJedno od najvažnijih pitanja koje se postavlja u procesu provođenja političkih odluka pitanje je na koji način se osigurava njihova implementacija od trenutka kada one budu donesene od strane politički odlučujućih tijela, do trenutka njihove primjene na adresate na koje se odnose. Ovo pitanje otvara se kako kod političkih i upravnih institucija na središnjoj državnoj razini, tako i kod institucija koje djeluju na razini jedinica lokalne samouprave. Pitanje moguć-nosti provedbe različitih političkih odluka ovisi o čitavom nizu faktora. Mogu se tako izdvojiti stupanj centralizacije, odnosno decentralizacije države i njezinih institucija.
