KIRAT: Law enforcement’s prioritization tool for investigating indecent image offenders.

Abstract: The proliferation of indecent images of children (IIOCs) on the Internet has exceeded the resources required to investigate suspects effectively. This article examines the validity of the Kent Internet Risk Assessment Tool—Version 2 (KIRAT– 2), an evidence-based framework for prioritizing IIOC suspects according to their risk of committing contact offenses against children. Data were obtained from 374 police files (11 police forces across the United Kingdom) corresponding to individuals who were convicted for … Show more

“…With the increase of conviction rates for viewing, distribution, and production of online Child Sexual Exploitation Material (CSEM) in the last two decades, a need emerged to explore online child sexual abuse both empirically and conceptually, initially to inform offender risk assessment and sentencing decisions (e.g., Long, Alison, Tejeiro, Hendricks, & Giles, 2016;Taylor, Holland, & Quayle, 2001;Webb, Craissati, & Keen, 2007) and then to develop effective and risk-appropriate interventions for this type of sexual offending behaviour (e.g., Hayes & Middleton, 2006). Seto (2013) provided a conceptual model of the link between CSEM offending behaviour and child sexual abuse.…”

“…For example, this research contributes to hypothesize probable cultural differences when using tools as the Kent Internet Risk Assessment Tool (KIRAT) (Long, Alison, Tejeiro, Hendricks, & Giles, 2016) in the European context. However, we consider that the cultural differences will appear easily if the studies compare societies with one or more dimensions in opposite poles.…”

“…It uses known intelligence on a variety of factors including prior criminal convictions, domestic or substance abuse history, evidence of (offline) grooming behaviours, what access the individual has to children and current living arrangements (Sinclair, Duval, & Fox, 2015). The KIRA, although not a risk assessment which can predict recidivism in offenders, it has been found to be statistically robust (Long et al, 2016) for police forces in being able to prioritise their case workload.…”
