Abstract: This discussion reviews the differences between traditional Micronesian principles regarding traditional knowledge, or 'esoteric' knowledge, and Western copyright laws, which have been used in the expropriation and legal alienation of traditional knowledge. Large-scale resource extraction projects often create obstacles for the protection, maintenance, and inheritance of indigenous cultural heritage. In this article we detail some of the challenges and opportunities arising from our collaborative partnership with the community of the Lihir Islands in Papua New Guinea, which is seeking to establish, inform, and resource a formal cultural heritage management program in the context of a large-scale gold-mining operation. The general approach to this collaborative venture involves the application of a specific development tool, the Stepping Stones for Cultural Heritage program. This consultative process is innovative in both Melanesia and the context of resource extraction, but also more generally within the field of cultural heritage. We describe the outcomes of this process and some of the initial pilot projects, one of which was based on the recording of traditional Lihirian songs. We also argue that while the mine places greater pressure upon Lihirian cultural heritage, it also presents Lihirians with the opportunity to realize a vision of their cultural future that is beyond the reach of many other indigenous communities.

This paper explores the challenge of respecting the local nature of traditional knowledge in two Pacific islands regional initiatives. It argues that the embedded nature of traditional knowledge within the social fabric of Pacific island communities necessitates an approach to regulation that respects existing customary laws and institutions, and contrasts this with the prevailing state-centred approaches. It also unpacks the different agendas behind the ambiguous term "protection' and demonstrates the potential for misunderstandings amongst different stakeholders involved in this field. The paper finally identifies a number of negative consequences that could eventuate if a homogenized, state-based approach is adopted in this area, arguing that care must be taken to ensure that the regulatory framework chosen does not destroy more than it protects.

This article explores the performing arts as cultural heritage in the Federated States of Micronesia (FSM) in the western Pacific. It examines policies for and ideas about the support, management and safeguarding of the performing arts, first through the colonial lens of historical preservation, then through intangible cultural heritage and finally from recent theorising in music ecology. In presenting an overview of cultural heritage policy in the FSM with regard to the performing arts, this paper discusses the relationship between heritage practices and colonialism, and it reviews the place of music and dance in the cultural management of Micronesia. Drawing on recent work in ethnomusicology, the article argues for considerations of the holistic space of the performing arts and the facilitation of participatory practices to address concerns of cultural demise and to reframe approaches to music and dance as cultural heritage in the Pacific.The FSM is blessed with its own indigenous cultures and traditions even in the face of globalization. We have retained much of our cultural identity through the process of assimilation, and we will continue to withstand continuing foreign influences into the future.
