Joint Costs in Electricity and Natural Gas Distribution Infrastructures: The Role of Urban Factors

Abstract: This paper analyzes the joint cost structure of electricity and natural gas distribution investments. Assessing the joint costs is critical for urban development and public policy regarding competition at the local level. The paper accounts for the urban and geographic factors at the local level, while the previous literature primarily used company-level data with a few or no site-specific variables in joint cost analyses. An empirical analysis of the multi-utility capital costs suggests that the local urban a… Show more

“…Transformation requires an urban development plan with a new street layout, so that constructing natural gas pipelines in advance is not rational for the service providers in these areas. Energy infrastructure investments are expensive and often di cult to reverse, because it is costly to modify these systems once completed [53]. Besides, safety concerns may arise during transformation activities as natural gas can be dangerous and explosive, so that certain measures should be taken prior to construction.…”

“…Application to other cases-such as natural gas systems studied herein-offers a way to extend and build upon this body of knowledge. While economists have paid considerable attention to factors that shape retail gas prices, such as pricing rules, service bundling, market structure, and public versus private ownership (Knittel, 2003;Puller & West, 2013;Senyel & Guldmann, 2018), pricing is just one aspect of public service quality. Previous literature has evaluated socioeconomic covariates of environmental performance of gas utilities (Scott et al, 2019).…”

They propose making decisions based on the results of the analysis of specially organized data arrays.…”
