The concept of accountability has been portrayed as vital and pertinent in the field of public administration in general and education management in particular for several years. This is important at a time that stakeholders like educators have misconceptualised the purpose of accountability to mean inspection or the lack of trust which makes them uncomfortable. This study sought to develop a conceptual framework of School Governing Body (SGB) Chairperson’s perception of their accountability in selected schools with the purpose of facilitating learning and teaching outcomes. A qualitative paradigm using a multiple case study design was adopted. Data were collected through in-depth individual interviews with 3 chairpersons. The participants were purposively selected because of our discernment that as representatives on the school governing boards, they were accountable to parents as part of their managerial responsibilities. Thematic analysis of the data was used to identify emerging themes and categories. The findings reveal clarity on the practice of accountability in the broad spectrum of school management and administration as well as with policy making and implementation.

To meet the various needs of its people, a country will carry out public services so that then goods, services, and various administrative services needed can be fulfilled. This certainly needs to be done because the effectiveness of a government system will be determined mainly by the quality of the implementation of public services from the state to its people. This research will use a qualitative approach with research data sources and previous studies. The study results show that good governance can be achieved through the participation of various holders of positions in government. Then good public service will show that the performance of government management has good quality. The improvements that can be implemented to improve public services include accelerating the formation of public service law, establishing one-stop services, transparency of public service costs, making SOPs, and implementing reforms for employees working in the public service sector.

Varieties of Urbanism: A Comparative View of Inequality and the Dual Dimensions of Metropolitan Fragmentation

A large literature on urban politics documents the connection between metropolitan fragmentation and inequality. This article situates the United States comparatively to explore the structural features of local governance that underpin this connection. Examining five metropolitan areas in North America and Europe, the article identifies two distinct dimensions of fragmentation: (a) fragmentation through jurisdictional proliferation (dividing regions into increasing numbers of governments) and (b) fragmentation through resource hoarding (via exclusion, municipal parochialism, and fiscal competition). This research reveals how distinctive the United States is in the ways it combines institutional arrangements that facilitate metropolitan fragmentation (through jurisdictional proliferation) and those that reward such fragmentation (through resource-hoarding opportunities). Non-US cases furnish examples of policies that reduce jurisdictional proliferation or remove resource-hoarding opportunities. Mitigating the inequality-inducing effects of fragmentation is possible, but policies must be designed with an identification of the specific aspects of local governance structures that fuel inequality in the first place.
