Is Additive Utility Function Always a Sufficient Method in the Project Prioritization Process? Bridge Management Perspective

Abstract: The prioritization of maintenance activities in bridges has great importance in bridge asset management systems as they are mentioned in MAP-21. One of the most commonly used prioritization methodologies in bridge management systems is multi-attribute utility theory process. In this study, the problem is defined as using the additive functional form in this process without testing additive independence (AI) assumption, which is one of the properties of multi-attribute utility theory. This study aims to emphasi… Show more

“…Many of the previous studies have identified relationships between transportation investment and benefit or output. For this purpose, the benefits and costs of the projects or actions can be calculated using some approaches, such as life cycle cost analysis and decision-making processes (Gao et al, 2019;Kalan et al, 2019;Kalan, 2019). In macro level, the output of transportation investments can be scrutinized and some findings indicate a positive relationship between transportation investment and economic development (Aschauer, 1990;Ozbay et al, 2003;Ozbay et al, 2006;Ozbay et al, 2007).…”

“…(i) Calculations based on utility theory. Kalan et al (2019) [86] tested the strength of multiplicative functional forms for the prioritization of maintenance activities in bridges based on multi-attribute utility theory. Francis et al (2019) [87] interviewed representatives from 29 departments of transportation and five consultancies in the United States and estimated the cost and utility for statewide travel in Kentucky.…”

In the learning process, additive approaches as Decision-making processes are the techniques through which a rational decision-maker balances his or her preferences and possible outcomes in an uncertain world to decide on a course of action (Kalan et al, 2019). The critical approach to integrating multiculturalism in the curriculum is adding content, concepts, themes, and perspectives without changing its basic structure, purposes, and characteristics (Tabatadze, 2015).…”
