“…The appropriate justification for the mentioned cultural issues that exist in the universities can be stated as: lack of a detailed policy on HELMS implantation via expertise exchange, replacement of subjective norms with objective decisions, and a sensation of independence from higher rank officials among lecturers and medium-level management of universities.
