“…Even though the sources of hazards are disastrous, flooding-induced hazards can be limited if the infrastructure has a strong capacity to adapt [23,24]. To create safe living environments, increasing social investment is being spent on the construction of infrastructure in urban areas, such as underground reservoirs [25][26][27][28], sewers [29][30][31][32], underground storage and drainage systems [33][34][35][36]. These underground infrastructures serve as reservoirs to store and regulate water under extreme weather conditions.…”

“…It is an extensively used Multi Criteria Decision Making (MCDM) technique in different disciplines owing to its feasibility in calculation that helps in decision making by a host of government and non-government agencies ( Dos Santos, Neves, Sant’Anna, Oliveira, & Carvalho, 2019 ; Omar, Bushby, & Williams, 2019 ). It is because of this computational convenience and pervasive understanding that we chose the method over modified AHP ( Lyu, Sun, Shen, & Arulrajah, 2018 , 2020 ) and other MCDM techniques like PCA ( Earnest et al, 2015 ) or the more robust and spatial variant of it – Geographically Weighted Principal Component Analysis (GWPCA) ( Basu, Das, & Pal, 2020 ; Das et al, 2020 ; Mishra, 2018 ). Other techniques like Slum Severity Index ( Patel et al, 2014 , 2019 , 2020 ) that is being recently developed and applied in multiple contexts along with deviating from only slum based indices, is also a simpler option for computation and drawing inferences.…”

“…The advantage of the method is the ability to reasonably compare heterogeneous factors. The AHP is widely used in practice and is actively developed by scientists around the world, for example, for risk evaluation [52][53][54], for evaluation of sustainable development of territories, cities, and industry [55][56][57][58]. The method has also found wide application in solving problems of analysis and evaluation of relationships in biological ecosystems [59][60][61].…”
