The development of digital inclusive finance has alleviated the problem that traditional finance cannot fully cover rural areas, provided convenient services for Chinese farmers, and solved the problem of “difficult and expensive loans” in agricultural development. This paper used the panel data of Beijing University’s Digital Inclusive Finance Index and 31 provinces and cities in China from 2011 to 2020, and adopted the double-fixed-effect and panel threshold model to study the impact of the development of digital inclusive finance on the level of agricultural output and its internal mechanism. The study found that digital inclusive finance can significantly improve the level of agricultural output, and there is a double threshold for the impact of digital inclusive finance on the level of agricultural output. The heterogeneity analysis showed that the coverage and depth of digital inclusive finance can significantly improve the level of agricultural output, and the depth of use plays a greater role. Digital inclusive finance has significantly improved the level of agricultural output in the midwest regions and major agricultural provinces, but its impact on the eastern regions and non-agricultural provinces is not significant. Finally, the mechanism analysis found that digital inclusive finance can improve the level of agricultural output by promoting the level of agricultural mechanization and improving farmers’ willingness to participate in insurance. Therefore, we should continue to promote the development of digital inclusive finance according to local conditions.

Elections during Emergencies and Crises: Lessons for Electoral Integrity from the Covid-19 Pandemic

Elections often have to be held in emergency situations. The Covid-19 pandemic was one of the most serious emergency situations that the world has seen. The rapid spread of the virus presented a huge humanitarian threat—but also an unparalleled challenge to electoral stakeholders globally seeking to protect electoral integrity during times of uncertainty. This volume identifies how the pandemic affected electoral integrity, what measures were put in place to protect elections and what worked in defending them. It brings together a comprehensive set of 26 country case studies to explore how elections were affected on the ground, what measures were put in place and what worked. These case studies are of elections which took place in the eye of the storm when practitioners and policymakers were operating under uncertainty and without the benefit of hindsight. To learn lessons in a more systematic way, this volume also provides a thematic analysis of electoral integrity during the pandemic using crossnational studies. This provides the big picture for policymakers, practitioners and academics looking back at the crisis. The volume therefore seeks to contribute towards the future development of policy and practice. However, it does so by using academic research methods and concepts which enable greater confidence in the policy lessons, as well as contributing directly to the scholarship on democracy, democratization and elections. The volume includes 11 areas of recommendation based on the evidence collected in this volume to protect electoral integrity in any future emergency situation.

Since becoming a constitutional democracy in 1993, many electoral disputes have arisen in Ghana following elections, with both state and non-state agencies playing key roles in the resolution of these disputes at the levels of general elections, bye-elections, assembly elections, inter alia. The focus of this paper, however, is an examination of the effectiveness of the electoral dispute resolution role of the judiciary arm of state, as mandated under Articles 64(1) and 99(1) of the 1992 Fourth Republican Ghanaian Constitution. Additionally, this paper seeks to identify the underlining causes of electoral disputes in Ghana, as well as, assess the potency of the electoral structure of the country. The study adapted the qualitative research approach in gathering data from 120 respondents that were purposively selected across 16 administrative regions in the country, in addition to the use of secondary and tertiary data. The study argues that the Apex Court namely, the Supreme Court of Ghana has been largely effective in terms of electoral disputes resolution, with a bigger chunk of the credit, however, going to the citizens who are law abiding and peace loving. Furthermore, actions and inactions of the Electoral Commission (EC) as well as political parties in Ghana, have gravely contributed to the spate of electoral disputes in Ghana. Against the backdrop of these findings, it is recommended amongst others that, judges of the Superior Court of Judicature dispense justice fairly and impartially and devoid of material and political underpinnings; whilst electoral officials are urged to play the role of impartial umpires throughout election processes. The researcher argues further that, should stakeholders carefully implement recommendations of this study; the confidence of the electorate in the Ghanaian electoral system will soar once more.
