This is a response to the article by Ethan Zuckerman “New Media, New Civics?” published in this issue of Policy & Internet (2014: vol. 6, issue 2). Dissatisfaction with existing governments, a broad shift to “post‐representative democracy” and the rise of participatory media are leading toward the visibility of different forms of civic participation. Zuckerman's article offers a framework to describe participatory civics in terms of theories of change used and demands places on the participant, and examines some of the implications of the rise of participatory civics, including the challenges of deliberation in a diverse and competitive digital public sphere. The fundamental paradigm shift brought about by datafication alters how people participate as citizens on a daily basis. “Big data” has come to constitute a new terrain of engagement, which brings organized collective action, communicative practices and data infrastructure into a fruitful dialogue. While scholarship is progressively acknowledging the emergence of bottom-up data practices, to date no research has explored the influence of these practices on the activists themselves. Leveraging the disciplines of critical data and social movement studies, this paper explores “proactive data activism”, using, producing and/or appropriating data for social change, and examines its biographical, political, tactical and epistemological consequences. Approaching engagement with data as practice, this study focuses on the social contexts in which data are produced, consumed and circulated, and analyzes how tactics, skills and emotions of individuals evolve in interplay with data. Through content and co-occurrence analysis of semi-structured practitioner interviews (N=20), the article shows how the employment of data and data infrastructure in activism fundamentally transforms the way activists go about changing the world.

Last decades have witnessed increasing occurrences of socio-environmental conflicts towards the installation of power plants of all kinds. Depending on the cases, these conflicts led either to the construction or the abortion of the project. Most of the literature used to treat these occurrences individually, without evaluating systematically the incidence of conflicts in the construction-or not-of power plants. Therefore, this article proposes an analytical framework to find out under what conditions an environmental conflict achieves its objective to stop the construction of the power plant, or fails. To do so, we proceed to configurational analysis, using QCA methodology for 26 cases of conflicts in Chile. The results points out a complex causality, in which no single condition is neither sufficient nor necessary to produce the outcome. Additional analysis highlights the only relative importance of articulation between social movements and traditional political actors in producing succesful outcomes. These findings lead to a better understanding of the dynamics of socio-environmental conflicts, offering thus a significant contribution to the growing literature on the consequences of social mobilizations.
