This paper attempts to bridge critical institutionalism and fragmented authoritarianism in China. Moving beyond the predictive functionalist perspective and the overemphasis on state primacy, the paper focuses on how top‐down water policies are exercised by local agencies, collective communities, and individuals at the county level and below. Through a case of irrigation management in the upper reaches of the Yellow River, this paper posits that institutional bricolage and fragmentation are prevalent despite the imposition of the authoritarian state. Moreover, it shows that local water policy implementation is reshaped by various contested discourse, the pursuit of different interests, social relations, and broad transformative forces. This high degree of diversity not only manifests an increasing institutional flexibility, as water policies are operated outside China's hierarchical bureaucratic system, but also is embedded in an era of socio‐economic transformation where the processes of industrialization, urbanization, and neo‐liberalization have changed the dynamics of rural governance.

Ostrom's design principles have been broadly used to analyse the governance of common pool resources. However, they are normally assessed as present or absent. We challenge this assumption by considering them as fuzzy sets where membership scores range from 0 to 1, because, in real situations, the design principles can be present at a certain level. We define categories to assess the level of membership and apply it to a single case study analysing how changes in water policy can affect the community-based management of the Water User Association of Mondomo (Colombia). In rural areas of Colombia, most water and sanitation services are provided by water user associations, wherein civil society has developed governance systems based on active citizen involvement and community-based management. Some of these associations have been operating for decades and are essential pillars of the local social fabric. However, recent changes in the country's policy and legal framework threaten these long-lasting governance systems. The results show that most of the design principles would suffer important changes that undermine the governance system. Essential principles for sustainable community-based governance, such as the congruence of the rules with local conditions, the local monitoring and sanctioning capacities, the internal conflict-resolution mechanisms and the recognition of the rights to organize, are dramatically reduced after the policy implementation.

How does context affect self-governance? Examining Ostrom’s design principles in China

Ostrom's Design Principles (DPs) are believed to be a set of the best practical guidance for governing natural resources, but applying the DP theory should consider the local context, especially the political context, which has been examined little so far. Using the Institutional Analysis and Development (IAD) framework as a conceptual and analytical lens, this paper examines the impact of authoritarian context on self-governance in China. Based on the results of Barnard's test and Crisp-set Qualitative Comparative Analysis (csQCA), our comparative analysis of nine Water Users Association cases provides consistent evidence that supports the DP theory generally on all outcome dimensions. But self-governance under authoritarianism has unique characteristics and its operation depends on proper design of institutional configuration in accordance with context. Our analysis highlights the influence of resource intervention and leadership intervention. It sheds new insights for understanding the significant impacts of the authoritarian context on institutional design of common-pool resources.
