The article is dealing with indigenous peoples’ sustainability issues in Russian Arctic labour market. There we surveyed 74 indigenous communities and 32 municipal unitary enterprises in the Arctic. Obtained data helped to identify demanded occupations for indigenous peoples in the Russian Arctic for the period of 2035. It turned out that 75% of respondents continue working in occupations that are traditional for indigenous peoples (reindeer farmer, coastal fisherman, whale hunter etc.) in the Russian Arctic, 25% continue working in occupations demanded in Arctic labour market mainly in social sphere (doctor, teacher and kindergarten teacher). Both Rosstat data and indigenous peoples’ surveys’ results indicated that indigenous peoples are usually not enrolled in vocational educations programmes. After graduating both schools and boarding schools, indigenous peoples usually do not continue their education. They also have a high disposal rate at tertiary vocational education organisations in case they are enrolled. Unequal access to education as well as labour market is a strong characteristic of indigenous peoples in the Russian Arctic.

The authors investigate general trends and spatial differences in the rural population dynamics in the Arctic regions (uluses) of the Republic of Sakha (Yakutia) in relation to the ethnic factor, features of economic activity and transport accessibility of the territory using statistical, comparative geographical, cartographic and field research methods. Against the general decline by more than a quarter of the rural population of the Yakutia Arctic regions in the post-Soviet period, they obseve significant geographical differences: from a reduction by more than half in the Allaikhovskiy and Verkhnekolymskiy uluses with the smallest share of the indigenous population and industrial and transport development to the population growth in the Olenekskiy and Eveno-Bytantayskiy uluses with the largest share of indigenous peoples and reindeer herding and fishing type of economic activity.

In Russia, there exist legal norms providing for the protection of indigenous small-numbered peoples’ rights. Yet, indigenous small-numbered peoples face multiple challenges when it comes to the implementation of their rights. After a brief presentation of the Russian legislation on the rights of indigenous small-numbered peoples, peculiarities of the Russian legal system and impediments to the legal provisions regulating the status of indigenous small-numbered peoples, this article addresses several issues related to the implementation of indigenous small-numbered peoples’ rights in Russia today. One of the core issues is the attribution of individual members of indigenous communities to indigenous small-numbered peoples. Such an attribution is still challenging despite the newly adopted amendments to the 30 April 1999 Federal Law N 82-FL: ‘On Guarantees of the Rights of Indigenous Small-Numbered Peoples of the Russian Federation’. Another issue is application of the notion ‘foreign agent’ to individuals and non-commercial organizations. Still another issue is the State’s pressure on independent indigenous organizations. The final challenge is the possible impact of amendments to the Constitution approved by popular vote in July 2020 on the rights of indigenous small-numbered peoples.
