For past decades, the industry and academician realized the core of effective process safety management (PSM) is closely related to good process safety culture. Major accidents in process industry occur at low frequency but the consequences on people, environmental, and assets damage are catastrophic. Previous accidents in process industry recorded many deaths and injuries of facility personnel and public. Hence, many regulations and best practices were introduced to avoid major accidents from occurring and to mitigate the consequences. Risk based process safety (RBPS) Guideline is one of best practices to manage PSM, using risk‐based approaches. When accidents happened, internal and external stakeholders are greatly impacted if it is not mitigated effectively. Thus, element stakeholder outreach which lies in Commit to Process Safety pillars are considered as important elements to protect the stakeholders and promoting good safety culture. This article presents a structured technique for stakeholder outreach using RBPS approaches and a work‐aid model to ease its implementation in process industry. The technique and work‐aid model are beneficial to help the organization managing stakeholders, educating the public on risk management and the importance of embracing safety culture in their life.

With the popularization and application of chemical process safety management (PSM) systems in the chemical industry, the use of such systems in China has become the focus of a large volume of research. In this article, 12 elements included in the current Chinese PSM system are divided into four stages from a structural point of view. This division will be helpful in the follow‐up analysis. After a careful analysis of the evaluation results for one PSM pilot study in Nanjing, some correlations have been found between the results of the elemental evaluation. Small‐ and medium‐sized chemical plants make up a large proportion of Chinese chemical plants and many chemical accidents take place in these plants, so a simplified PSM system in practical operation need to be found. Based on a previous PSM structural analysis, the secondary elements of the PSM system can be removed. This allows researchers to avoid the traditional method of analyzing PSM elements individually. In the concrete analysis process, a theoretical analysis of the correlation degree between elements can be combined with the results of accident investigations. The simplified Chinese PSM system consists of four core elements: Process safety information, process hazard analysis, training, and emergency management. Based on the current applications of these four core elements in China, a consideration of correlations between these elements is used to make several suggestions for improving China's PSM systems. © 2017 American Institute of Chemical Engineers Process Saf Prog 36: 378–381, 2017

The most common feature among the best known companies in the world is safety. In fact, process safety and manufacturing productivity go hand in hand. In the last century, a number of catastrophic accidents have drawn the attention of regulators towards process safety. In several developed, industrialized countries, strict regulations and standards are applied to emphasize process safety. In fact, in such countries, these are the required minimum for maintaining business license and permits. However, in developing and in under developed nations, the issue of process safety and their importance is still being debated. Process safety cannot just be driven by a set of rules, regulations, policies, etc. Multitudes of items are required in establishing and maintaining a safe and a reliable work environment. Such items, though can be expressed readily in paper, are quite arduous to establish in a highly competitive environment. The legislation, the government regulations, banking policies, management commitment, cumulatively share the responsibility in establishing organizations judiciously managing process safety. This paper reviews certain critical aspects in establishing a successful process safety management (PSM) program. Furthermore, the paper reviews the various elements that contribute towards the creation of a worthwhile PSM program.
