This article seeks to develop a richer understanding of the suitability of IP telephony in the Public Switched Telephony Network (PSTN) with an actual local exchange carrier (LEC)'s case and network simulation. We also performed a simple real options analysis to evaluate a telecommunications network. The underlying network and associated data were derived from our studies of an actual LEC. The preliminary result shows that an IP telephony network would save about 73% of the total link capacity of a circuit switched network and it could also carry some integrated services traffic at low incremental cost. The value of the IP telephony network was shown as positive under real options and as negative using net present value (NPV). We measured deferrable and irreversible value as well as the uncertainty value of an IP telephony network. Through this experiment, we can get inference that IP has potential for a voice carriage.

Internet and mobile traffic continues to surge exponentially in recent years due to popularization of smart devices, the appearance of various internet services carrying large amount of traffic from richer content and applications. This phenomenon leaded to various network problems such as the congestion·delay, the non-balanced traffic ratio between ISPs, the continuous network investment cost and the Internet access problems. In light of changed data-driven communication ecosystem, There are growing concerns by both academia and industry that settlement-free peering and full transit regime have the limitations such as not only difficulties in maintaining mutual benefits but also difficulties in securing investment incentives for upgrading network performance and quality. Thus, it becomes more necessary for introducing the evolved internet interconnection regime which can fulfill the All-IP network environment. This study derives core issues regarding internet interconnection regime in Korea and suggest new evolved alternatives based on three point of view(traffic optimization, cost optimization, network investment optimization) through the empirical analysis.

SummaryInternet service providers are facing increasing back pressure from rising access demand by users, especially peer‐to‐peer (P2P)‐based applications that greatly enhance the large‐scale distribution of content into and out of their networks. With the ever increasing consumption pressure on scarce bandwidth resources, ISPs have been forced to reconsider their business model of overselling ‘all‐you‐can‐eat’ broadband at flat rates. Technical solutions such as traffic differentiation or blocking violate the principle of network neutrality; traffic shaping and deep packet analysis fall short in the presence of encryption; and P4P (localized P2P)‐based solutions are difficult to achieve in a heterogeneous environment. Economically, various usage‐based pricing schemes have been proposed and discussed. While they can improve efficiency in bandwidth consumption, they tend to face strong customer resistance as users have strong preference in favour of simple flat rates. We argue that any feasible pricing reforms cannot deviate much from the current flat rates while providing financial incentives for bandwidth hogs to limit their bandwidth access. In contrast to normal usage‐based pricing models that charge by volume, we propose a temporal‐based pricing model that may generate a mutually beneficial solution that can not only increase the profitability of ISPs but also accommodate P2P, rather than killing it, without changing the software, protocols or hardware that clients or ISPs use on the network.Copyright © 2014 John Wiley & Sons, Ltd
