“…In order to effectively guide the development of tires and related companies in an area, the main factor is to enhance the competitive advantage of the region. Therefore, the government needs to consider a reasonable selection of the tire industry base based on various factors such as local production factors, income elasticity, and the extension of the industrial chain and pays attention to the improvement of regional advantages according to the industrial environment of the tire industry [10] .
