Observations are the foundation for understanding the climate system. Yet, currently available land meteorological data are highly fractured into various global, regional, and national holdings for different variables and time scales, from a variety of sources, and in a mixture of formats. Added to this, many data are still inaccessible for analysis and usage. To meet modern scientific and societal demands as well as emerging needs such as the provision of climate services, it is essential that we improve the management and curation of available land-based meteorological holdings. We need a comprehensive global set of data holdings, of known provenance, that is truly integrated both across essential climate variables (ECVs) and across time scales to meet the broad range of stakeholder needs. These holdings must be easily discoverable, made available in accessible formats, and backed up by multitiered user support. The present paper provides a high-level overview, based upon broad community input, of the steps that are required to bring about this integration. The significant challenge is to find a sustained means to realize this vision. This requires a long-term international program. The database that results will transform our collective ability to provide societally relevant research, analysis, and predictions in many weather- and climate-related application areas across much of the globe.

Comprehensive monthly weather station databases are the foundation for many gridded climate data products, and they are widely used to characterize regional climate conditions, track climate change and research the impact of climate on natural and managed ecosystems. However, weather station databases are often regional in coverage, and they can have extensive gaps in station coverage over time. They may also contain errors in climate records, station coordinates or elevation. Here, we assemble a comprehensive monthly weather station database for precipitation from multiple reputable data sources. We use digital elevation models and nearby stations to search for inconsistencies in reported station locations and recorded precipitation values. We also estimated missing values in weather station time series using a linear model approach based on interpolated anomaly surfaces. The resulting station records were ranked into ten classes, according to the completeness of records, the reliability of missing value estimations and other criteria. We corrected incomplete or erroneous location and elevation information for 12% of all available station records. A total of 23% of monthly records that had missing values could be estimated with high or moderate confidence. We sub‐sampled our global database of more than 80,000 stations with various spatial filters, so that only the highest quality station for a given area was retained. Our contribution significantly enhances global data coverage compared to individual databases currently available. Even when accepting only the stations within the top two quality ranks in our combined database, and applying the coarsest spatial filter of one station per approximately 1,600 km2, the remaining station count of more than 20,000 stations exceeds the largest alternative database (without a spatial filter applied) by more than 50%.

Using a newly available 134-years long record of daily and 114-years hourly observations at Jakarta observatory, trends and variability in temperature, extreme precipitation, and changes in the diurnal cycle over Jakarta have been analysed. Although the number of days with rainfall has decreased over the 1866-2010 period, the fraction of events with rainfall exceeding 50 mm day −1 exhibits a positive trend over the 1866-2010 period with an even stronger trend over the period 1961-2010. The number of days with rainfall exceeding 50 and 100 mm day −1 has shown a statistically significant increase over the 1961-2010 period as well. Over the recent decades, the heaviest 1% of all precipitation events (q99%) also exhibits an increasing trend. These trends in extremes are strongest during the wet season. The rainfall intensity with 200 mm return level has a shorter return period in the most recent decade than earlier in the historic time series. Over the last century, the annual mean temperature in Jakarta has increased about 1.6 ∘ C per century, which exceeds the rise of the global mean land temperature. The increase in the daily maximum temperature is stronger than the increase in mean and minimum temperature, although the trend in minimum temperature is stronger during the last 50 years. The mean diurnal cycles of Jakarta temperature and precipitation have changed markedly as well. This analysis was enabled by the availability of high quality hourly observations in the historic record. Comparing the 2001-2010 period to historic decades, a considerable increase in night-time temperature was found. During the wet season, the early morning rainfall has increased in intensity, while in other seasons a delay of the late afternoon rainfall peak was observed for the recent observation periods.
