Interfacing a Biosurveillance Portal and an International Network of Institutional Analysts to Detect Biological Threats

Abstract: The Early Alerting and Reporting (EAR) project, launched in 2008, is aimed at improving global early alerting and risk assessment and evaluating the feasibility and opportunity of integrating the analysis of biological, chemical, radionuclear (CBRN), and pandemic influenza threats. At a time when no international collaborations existed in the field of eventbased surveillance, EAR's innovative approach involved both epidemic intelligence experts and internet-based biosurveillance system providers in the framewo… Show more

“…Such international mechanisms are critically needed in order to facilitate and further enhance data-sharing and data analysis between countries. An example of such a mechanism in human health is the Early Alerting and Reporting project, which pooled data from seven Internet-based biosurveillance systems from different countries into a common portal and, when tested, was able to successfully detect intentional biological events with no false positives (72). The project demonstrated how epidemic intelligence for detecting biological threats can be advanced through information technologies implemented across an international network.…”

“…As new threats emerge and cutting-edge technologies are developed, the capability of a biosurveillance system must grow accordingly, by facilitating inclusion of advances in data source sharing and rapid incorporation of clinical laboratory technology into the system. 42,43 …”

“…Analysts of the work package steering team monitored health events using event-based surveillance. [19][20][21] Validation of events occurred through the project-secure platform and calls. The main objective of the secure platform was to allow the exchange of information that (1) did not respond to mandatory notification criteria, and/or (2) would not be readily shared through existing information exchange systems to all the project partners.…”
