Existing projects have been challenged for using incorrect data inputs (Gichuki and McCornick, 2008;Micklin, 1984), or for relying on data at spatial (Gupta and Zaag, 2008) and temporal (Smakhtin et al, 2007) resolutions that do not map onto the scale of the project, which can lead to inaccurate assessment of water availability (Micklin, 1984) and demand (Liu and Ma, 1983).
