The aim of the study is to present the implemented “smart” solutions and the developed indicators of their measurement in the context of the city of Częstochowa (Poland), as well as a participant in the “Benchmarking—we are looking for the best smart city solutions”. In order to achieve the assumed goal, a traditional review of the literature on the subject in the field of “smart city” was carried out. Then, the methodological assumptions related to developing a model set of indicators for cities participating in the program have been presented. In addition, a comparative analysis of the obtained indicators values for cities, Częstochowa and Bydgoszcz, has been carried out in the scope of one exemplary measure. The proposed research procedure can be used to analyze and evaluate cities in the country, as well as to select alternative solutions in the context of other urban features. Due to the fact that other cities in Poland will also participate in the study, the significance of this work will have a wide impact. The research presented in the article is only a part of an intended larger initiative in which several dozen Polish cities will take part.

Bogusław BEMBENEK 1 PRZEDSIĘBIORCZOŚĆ AKADEMICKA W KLASTRACH WYSOKICH TECHNOLOGII JAKO PRZEJAW INTELIGENTNEJ SPECJALIZACJI 2Przedmiotem artykułu o charakterze poznawczo-syntetyzującym są współczesne zagadnienia związane z rozwojem przedsiębiorczości akademickiej w klastrach wysokich technologii, których działalność spójna jest z głównymi założeniami koncepcji inteligentnej specjalizacji. Podjęte w nim rozważania naukowe i formułowane wnioski oparto na analizie literatury przedmiotu i danych zastanych (metoda desk research). Praktyczne podejście do charakteryzowanych zagadnień poparto licznymi przykładami z zakresu klasteringu w Polsce. Artykuł składa się z czterech części. Przedstawiono w nich w sposób syntetyczny specyfikę inteligentnej specjalizacji, strategiczny wymiar klastrów wysokich technologii i przedsiębiorczości akademickiej, główne założenia koncepcji inteligentnego miasta i regionu uczącego się. Ponieważ koncepcja inteligentnej specjalizacji odnosi się do tożsamości regionu i sprawnego wykorzystania jego potencjału naukowego, technologicznego, społecznego i ekonomicznego, tym samym podjęto próbę wykazania, że związana jest ona pojęciowo z aktywnością klastrów wysokich technologii, przedsiębiorczością akademicką oraz kształtowaniem inteligentnych miast i regionów uczących się. Klastry wysokich technologii ujmowane jako organizacje inteligentne, tworzą ekosystem przyjazny dla rozwoju przedsiębiorczości akademickiej oraz inteligentnych miast i regionów uczących się. Sprzyja on przeciwdziałaniu barierom przedsiębiorczości, przyśpieszeniu komercjalizacji efektów badań naukowych, optymalnemu wykorzystaniu potencjału strategicznego współpracujących ze sobą firm wysokich technologii i uczelni wyższych o profilu technicznym oraz transferowi szeroko rozumianej wiedzy. The process of understanding the factors that affect the implementation of smart management in cities is pivotal for using this concept to improve the well-being of the population. The goal of this study is to establish the specifics of the implementation of the smart management concept in cities with different sizes and functional specialization. 44 cities of Lviv Oblast (Ukraine) are selected for this goal. The main method was a content analysis of information sources related to the activities of local authorities. The most important indicators that reflect the development of various components of a smart city are analyzed. It is established that measures for the introduction of smart technologies are carried out in most cities of the Oblast (about 80%). The leading cities are Lviv and Drohobych, among other cities are Boryslav, Truskavets, and Zolochiv. The share of cities with a high level of implementation of smart management technology is only 4%. However, 56% of the total urban population lives in these cities. Other cities are the smallest cities that did not have the functions of district centers. The share of such cities is 20% but only 3% of the population inhabits them. Among the components of the smart city concept, e-government tools are being most actively developed, followed by energy efficiency measures. There is no direct relationship between the size of cities and the implementation of smart technologies. Smart technologies are most intensively implemented in cities focused on tourism development. Former industrial cities are less successful.
