Integration of Ecosystem Services into Land Use Planning in Mozambique

Abstract: The Ecosystem Service (ES) concept needs to be expressed and communicated effectively to be successfully integrated into decision-making. In this paper, we conducted a review of relevant documents to Mozambique's spatial planning by performing a content analysis based on ES categories. Results revealed that of the seven Land Use Planning (LUP) documents analyzed, only the National Development Strategy referenced ES explicitly. However, all documents made implicit references to provisioning ES. Five out of the … Show more

“…Still, it has been used for environmental management, specifically ESs approach implementation. Previous studies used SWOT analysis to assess the ESs framework itself (Bull et al, 2016) or to assess the opportunities for integrating ESs into existing policy documents (e.g., Atumane & Cabral, 2021; Inkoom et al, 2017). Moreover, SWOT analysis can help target priorities for sustainable development grounded on stakeholders' knowledge (Gkoltsiou & Mougiakou, 2021).…”

“…In Mozambique, reduced capacity in terms of trained staff, funding and tools for monitoring changes in natural resources also impact on the integration of ecosystem services in planning (Atumane & Cabral, 2021). In contrast to the apparent limited knowledge of ecosystem services in the case study, and in Mozambique (Atumane & Cabral, 2021) and South also make only implicit reference to ecosystem services (Atumane & Cabral, 2021;Cortinovis & Geneletti, 2018;La Rosa, 2019;Mascarenhas et al, 2015;Rozas-Vásquez et al, 2018;Sitas et al, 2014b;Woodruff & BenDor, 2016). In addition, ecosystem services are typically addressed at a broad level, often in strategic environmental assessments (SEAs), without detail of the quantity, value and scale thereof (Cortinovis & Geneletti, 2018;Longato et al, 2021;Woodruff & BenDor, 2016).…”

“…Literature on the incorporation of ecosystem services into urban planning in the both Global North and South emphasises regulatory services, especially flood regulation, followed by cultural services, with little reference to supporting services (Atumane & Cabral, 2021;Beery et al, 2016;Mascarenhas et al, 2015;Rozas-Vásquez et al, 2018). However, in Ontario, where municipalities have effectively incorporated ecosystem services in their urban plans, the focus is on cultural and supporting services, with little reference to regulating and provisioning services (Lam & Conway, 2018).…”

“…In recent years, the country has experienced a slowdown in progress on poverty reduction resulting from a number of factors, with climate change impacts being the highest contributor to the country's economy. Climate-related hazards such as droughts, floods, and cyclones are frequently occurring, which is having a cumulative and devastating impact on a population that is inadequately prepared (World Bank, 2012;Government of Mozambique, 2018) (Atumane & Cabral, 2021). Hence, the authors argued that there was still an important vacuum affecting the effective implementation of SEA in the country.…”
