“…We have presented data demonstrating that the youths served in the three systems of care are mostly male, have low GAP scores, and predominantly receive clinical diagnoses of affective disorders and disruptive behavior disorders (Rosenblatt & Attkisson, 1992). Furthermore, the systems of care have demonstrated an impressive capacity to control placements and expenditures in specifically targeted restrictive levels of care (Rosenblatt, Attkisson, & Fernandez, 1992; Rosenblatt & Attkisson, 1993).
