A Method for Urban Flood Risk Assessment and Zoning Considering Road Environments and Terrain

Floods have been severely threatening social development worldwide. The occurrence of floods has multiple factors, and the flood risk considering road environments needs comprehensive analysis from meteorology, underlying surface, and urban road network. Thus, this study proposes an integrated method and constructs a road risk zoning model (RRZM). In the RRZM, submerged depth was obtained by the Soil Conservation Service (SCS) model, and the degree of road importance was obtained by the analytical hierarchy process (AHP) method. These two parts were used to characterize road vulnerability. Then the flood risk grade was evaluated based on the optimized artificial neural network (ANN). Finally, the results of flood risk assessment were obtained by road vulnerability and flood risk grade. The RRZM was applied to the Chang-Zhu-Tan Urban Agglomeration (CZTUA), China. The results showed that the spatial distributions of flood risk and the extent of road damage varied remarkably in different cities. Changsha was the most sensitive city to floods in the CZTUA. The flood risk zones were classified into six levels, and the vulnerable road sections identified from the risk zones at level 6 in the maps carried more traffic volume than others. By comparing with existing methods, it was found that the RRZM effectively reflected the spatial characteristics of flood risk considering road environments. It provides a new perspective for urban flood risk assessment and disaster response decision-making.

According to the characteristics of the sustainable development of subway traffic, the establishment process of an evaluation index system is determined, and the evaluation method and basis are defined. The evaluation index system is established from the aspects of subway traffic sustainability, economic sustainability and urban coordination sustainability. The comprehensive evaluation method of the analytic hierarchy process (AHP) model is used to calculate the weights of comprehensive evaluation indexes at each level. Finally, the sustainable development model of Shijiazhuang subway traffic is evaluated. The results show that the proposed evaluation system and model reflect the degree of sustainable development of subway traffic and can be used for reference in the evaluation of regional subway traffic sustainable development.

Abstract:Rapid urbanization has caused numerous problems, and the urban spatial structure has been a hot topic in sustainable development management. Urban spatial structure is affected by a series of factors. Thus, the research model should synthetically consider the spatial and non-spatial relationship of every element. Here, we propose an extended Voronoi diagram for exploring the urban land spatial pattern. In essence, we first used a principal component analysis method to construct attribute evaluation indicators and obtained the attribute distance for each indicator. Second, we integrated spatial and attribute distances to extend the comparison distance for Voronoi diagrams, and then, we constructed the Voronoi aggregative homogeneous map of the study area. Finally, we make a spatial autocorrelation analysis by using GeoDA and SPSS software. Results show that: (1) the residential land cover aggregation is not significant, but spatial diffusion is obvious; (2) the commercial land cover aggregation is considerable; and (3) the spatial agglomeration degree of the industrial land cover is increased and mainly located in urban fringes. According to the neo-Marxist theory, we briefly analyzed the driving forces for shaping the urban spatial structure. To summarize, our approach yields important insights into the urban spatial structure characterized by attribute similarity with geospatial proximity, which contributes to a better understanding of the urban growth mechanism. In addition, it explicitly identifies ongoing urban transformations, potentially supporting the planning for sustainable urban land use and protection.
