A B S T R A C TThe high uncertainty associated with the effect of global change on water resource systems calls for a better combination of conventional top-down and bottom-up approaches, in order to design robust adaptation plans at the local scale. The methodological framework presented in this article introduces "bottom-up meets top-down" integrated approach to support the selection of adaptation measures at the river basin level by comprehensively integrating the goals of economic efficiency, social acceptability, environmental sustainability and adaptation robustness. The top-down approach relies on the use of a chain of models to assess the impact of global change on water resources and its adaptive management over a range of climate projections. Future demand scenarios and locally prioritised adaptation measures are identified following a bottom-up approach through a participatory process with the relevant stakeholders and experts. The optimal combinations of adaptation measures are then selected using a hydro-economic model at basin scale for each climate projection. The resulting adaptation portfolios are, finally, climate checked to define a robust least-regret programme of measures based on trade-offs between adaptation costs and the reliability of supply for agricultural demands.This innovative approach has been applied to a Mediterranean basin, the Orb river basin (France). Midterm climate projections, downscaled from 9 General Climate Models, are used to assess the uncertainty associated with climate projections. Demand evolution scenarios are developed to project agricultural and urban water demands on the 2030 time horizon. The results derived from the integration of the bottom-up and top-down approaches illustrate the sensitivity of the adaptation strategies to the climate projections, and provide an assessment of the trade-offs between the performance of the water resource system and the cost of the adaptation plan to inform local decision-making. The article contributes new methodological elements for the development of an integrated framework for decision-making under climate change uncertainty, advocating an interdisciplinary approach that bridges the gap between bottom-up and top-down approaches.

Under what conditions do governments turn to adaptive governance systems? This paper explores a success case of adaptive governance in a non-western country and tries to understand what factors lead to the adoption of this type of governance. Adaptive governance is considered most efficient to address the many challenges of climate change and natural disasters because it embraces uncertainty by focusing on collaboration, flexibility and learning. Yet, the concept remains underdeveloped and the conditions under which governments decide to embrace adaptive governance are not clear. The paper argues that two main factors are crucial for governments to turn to adaptive governance. First, a traumatic shock is likely to stimulate a reconsideration of the manner in which governance is thought and applied. The shock by involving considerable economic and human cost creates a momentum for governance rethinking. Second, a committed political leadership is essential to make use of that momentum to reform previous governance practices to create a more resilient system. These arguments are explored in the case of Odisha, an Indian state that was able to adopt adaptive governance and that became a successful example of disaster risk reduction and climate change adaptation.

ABSTRACT. The governance of climate adaptation involves the collective efforts of multiple societal actors to address problems, or to reap the benefits, associated with impacts of climate change. Governing involves the creation of institutions, rules and organizations, and the selection of normative principles to guide problem solution and institution building. We argue that actors involved in governing climate change adaptation, as climate change governance regimes evolve, inevitably must engage in making choices, for instance on problem definitions, jurisdictional levels, on modes of governance and policy instruments, and on the timing of interventions. Yet little is known about how and why these choices are made in practice, and how such choices affect the outcomes of our efforts to govern adaptation. In this introduction we review the current state of evidence and the specific contribution of the articles published in this Special Feature, which are aimed at bringing greater clarity in these matters, and thereby informing both governance theory and practice. Collectively, the contributing papers suggest that the way issues are defined has important consequences for the support for governance interventions, and their effectiveness. The articles suggest that currently the emphasis in adaptation governance is on the local and regional levels, while underscoring the benefits of interventions and governance at higher jurisdictional levels in terms of visioning and scaling-up effective approaches. The articles suggest that there is a central role of government agencies in leading governance interventions to address spillover effects, to provide public goods, and to promote the long-term perspectives for planning. They highlight the issue of justice in the governance of adaptation showing how governance measures have wide distributional consequences, including the potential to amplify existing inequalities, access to resources, or generating new injustices through distribution of risks. For several of these findings, future research directions are suggested.
