Instructional supervision refers to the effort to develop teachers individually or in groups so that the teaching and learning process can be carried out optimally to achieve the teaching objectives. The model of instructional supervision by school instructional leaders was carried out using the face-to-face observation method, however, this method of supervision has changed to a virtual form due to the Covid-19 pandemic. This urgent shift in teaching and learning methods at home poses various problems, especially the skills of teachers to use the medium of technology in the teaching process, as well as students and parents. This is because teachers and students have implemented the teaching and learning process online to prevent the occurrence of Covid-19 infection which is working and studying from home. Therefore, this study aimed to identify: 1) the role that instructional leaders need to play; 2) instructional supervision strategies implemented, and 3) the challenges faced in implementing instructional supervision in the Covid-19 pandemic era. Guided by the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyzes) research highlighting method, the review highlights were systematically conducted in the Scopus and Google Scholar databases involving 15 related articles from 2019 to 2021. The findings of the study have identified the role played by school instructional leaders has changed from observation for evaluation purposes to forms of support and assistance in various aspects of improving the ability of instructional leaders, teachers, students, and communities by using various electronic mediums to communicate and the teaching and learning process, can be continued. Some suggestions for the improvement of this study are from the aspect of article search using more databases and various search strategies such as reference tracking, reference search, snowball, and contacting experts.

<p style="text-align: justify;">COVID-19 affected all education stakeholders and led to school closures at the beginning of the spread of the pandemic. During the pandemic, principals had to manage their schools and faced many problems during the closure. Although there are numerous studies on school principals' challenges and difficulties during the COVID-19 pandemic, no systematic review study analyzes research about the principals' challenges and problems in the current literature. The purpose of this study is to provide a systematic review of the challenges and problems of principals during the COVID-19 pandemic from 2020 to 2022. The researcher analyzed 395 articles indexed in the ERIC and SCOPUS databases between 2020-2022. The results were analyzed using content analysis. The research results showed that 26 articles were suitable according to the analysis criteria. The results revealed that, in general, researchers focused on understanding principals' experiences regarding their challenges and problems during the pandemic. The results also showed that most articles were published in 2021, and most studies were conducted in The United States of America and Turkey. The results also show that qualitative studies are higher than quantitative. In addition, we found that the biggest challenges are inadequate equipment and lack of access to the internet and online resources during the pandemic. At the same time, the most common problems were identified as the adaptation of online teaching and inadequate infrastructure. The results from this research contribute to the body of the existing literature through a systematic review of the challenges and problems of principals during a pandemic and identifying the research gaps revealed from the analyzed studies.</p>

Educational leaders are tasked with many managerial responsibilities as well as instructional leadership roles. However, effective instructional leadership is a critical factor in improving student achievement. The purpose of this study was to explore how instructional leadership is distributed within a school organization, specifically examining the perceptions of district, building, and teacher leaders in relation to their roles in instructional leadership and the barriers to effective instructional leadership. Qualitative interviews were conducted with district office leaders, building leaders, and instructional coaches, and their responses to the questions were reviewed, categorized, and coded using Crewell’s Data Analysis Spiral (2011). Data from this study showed: 1) the definition and expectations of instructional leadership vary across different roles, and 2) challenges in the fulfillment of instructional leadership roles indicate systematic issues that could be addressed through changes in resource (staff and time) allocation. These findings suggest practical recommendations for districts to more efficiently and effectively provide instructional leadership, beginning with explicit conversations to determine a common understanding of instructional leadership, and examining how to build capacity in all staff to fulfill the responsibilities within a school, so instructional leadership can be prioritized by building leaders.
