“…Therefore, in a state of emergency response to natural disasters that are massive, crossing national borders and in the event of an armed conflict that makes the country unable or unwilling to handle it as happened in the Southeast Asian region, then state sovereignty in this context must be interpreted as the responsibility of the government the country concerned to cope with providing full guarantees for the fulfillment of the rights of victims of natural disasters. State responsibility here is interpreted in accordance with the concept of state responsibility in the Roman law "Sic utere jure tuo ut alienum non laedes" which means that a person may exercise his rights over all his possessions, but must be maintained so as not to harm or harm others (Proulx, 2016). This is related to the state's responsibility in dealing with natural disasters in the Southeast Asian region, means that countries in the Southeast Asian region have full authority over their citizens and territories for disaster management in their region, but that authority must be maintained so as not too detrimental to the interests of its citizens.…”
