Institutional and economic transition in Vietnam: Analysing the heterogeneity in firms’ perceptions of business environment constraints

Abstract: Vietnam has experienced a gradual process of institutional transition combined with rapid economic growth since the Doi Moi reform in 1986. In recent years, the government has recognized the need to implement reforms to foster the development of favourable business environment conditions. In this scenario, however, the government seems to assume a uniform demand for business environment reforms, ignoring possible divergences in the constraints faced by different actors of the system. “…Despite not meeting the threshold given by Hair et al (2013), the GFI and AGFI values for the 43-item version were still greater than 0.80; hence, they still met the requirement suggested by Baumgartner and Homburg (1996) and Doll, Xia, and Torkzadeh (1994). Similar GFI and AGFI with values less than 0.90 could also be found in Yang, Watkins, and Marsick (2004), Zhang et al (2004), Lien et al (2006) and Dirani (2013) (Table 1), in which several values were even less than 0.80. Second, although the normed Chi-squared (x 2 /df) for the seven-item version of DLOQ was 4.01, it was still acceptable.…”

“…Previous studies (e.g., Poon, Thai, & Naybor, 2012; Turner & Nguyen, 2005) have noted the importance of social capital in transition economies in supporting entrepreneurial development. In a transition economy, government support systems for business, technological ecosystems and infrastructure for SME development and regulatory systems for EM in the business sector are not yet well developed or at their early stage of development (Angelino, Tassinari, Barbieri, & Di Tommaso, 2020; Beresford, 2008). SMEs in Vietnam may rely heavily on readily accessible external ties and networks to fill the so‐called institutional voids as they seek resources towards engagement in sustainable business practices.…”

“…In 2019, SMEs account for 98% of the total number of business enterprises, contribute approximately 50% of the country's gross domestic product (GDP) and generate 50% of the total employment in the country (Dezan Shira & Associates, 2020). Since the implementation of Doi Moi in 1986, which triggered a radical transition of the country from a close‐socialist command economy to a more open and market‐oriented economy, private sector development including the propagation of entrepreneurship in the SME sector has become a major focus of government reforms (Angelino, Tassinari, Barbieri, & Di Tommaso, 2020; Nguyen & Mort, 2016). The growth of SMEs paved the way for a vibrant local economy underpinned by sustained growth and stability and integration of Vietnam to regional and world markets.…”

Thirdly, it discusses the elements of the business environment, and fourthly, it is the proposed strategy to optimize the business environment (Angelino et al, 2021). Cultural capital, government behavior, and financing channels are the main path for the business environment to affect ES.…”
