Inside‐out: Chinese academic assessments of large‐scale water infrastructure

Abstract: Little is known in the international academic community about Chinese‐language research on water management. To remedy this deficit, this paper reviews current mainland Chinese understandings of the role of large‐scale water infrastructures as tools of water resources management. We reviewed 461 papers published in mainland Chinese journals by Chinese scholars. This review suggests that the dominant approach to water management reflects the confines of government priorities—large‐scale, concrete‐heavy, infrast… Show more

“…Our systematic review of Chinese and English environmental geography journals builds on an array of literature within geography highlighting the need to document inequalities in knowledge production (Müller 2021;Jazeel 2017Jazeel , 2016Kong and Qian 2019;Webber et al 2021). By introducing mainland Chinese scholarship and some of its conceptual underpinnings to the broader geographical community, we seek to shift the norms of knowledge production within a difficult moment for Sino-Anglophone scientific collaboration (Shih 2022;Welch 2021).…”

“…The Chinese language documents referenced in the English literature often consist of archival or policy materials, rather than the work of Chinese academics writing and publishing in mainland Chinese journals. With a few exceptions that we are aware of in other journals (see Webber et al 2021), Anglophone environmental geography largely neglects the specifics of Chinese scholarship and knowledge generation.…”

“…Another closely related issue concerns awarding–funding incentives for scholarly publications and performance assessment at some research institutions. Researchers, including faculty members and postgraduate students, are required to publish in high-ranking journals for promotion points and sometimes with cash payments (González et al, 2012; Webber et al, 2021). Impact factors released annually in the Journal Citation Report (JCR) based on the Science Citation Index (SCI) and Social Science Citation Index (SSCI) are still in many places applied for such quantitative calculation.…”

“…This 'obvious necessity' is perhaps clearest in the case of the South-North Water Transfer Project (SNWTP, 南水北调工程), the two existing routes of which carry water from the Yangtze River north to Hebei and Shandong provinces, Beijing, and Tianjin. Writers explain that ecological protection and economic and social development in the Yellow River Basin and the North China Plain depend on water resources (a review of such writing is provided in Webber et al 2021). However, the Yellow River and other principal rivers are said to be short of water, which severely constrains economic and population carrying capacity.…”
