Such assistance increases the chances of success when applying for social welfare support (NAV), as well as other key forms of support managed at the municipal level (Albertini Früh et al, 2016). In a qualitative study of immigrant parents caring for a child with special needs in Norway, Früh et al (2016) point out that immigrant parents struggle to get access to the benefits and services they are entitled to, because of language barriers and limited knowledge of the Norwegian welfare system.
