Initial allocation of flood drainage rights based on a PSR model and entropy-based matter-element theory in the Sunan Canal, China

Abstract: The pursuit of flood prevention safety and the mitigation of drainage contradiction against an unnecessary influx of floodwater require a modern and efficient model to optimize the management of the initial allocation of flood drainage rights. We attempted to formulate a framework for initial flood drainage rights allocation to promote the sustainable drainage of the Sunan Canal, China. The Pressure-State-Response (PSR) model was constructed using a literature review and interviews with experts and directors u… Show more

“…Based on following the above principles, by reviewing the literature, we identify that the FDR allocation indicator system contains 18 order parameters, as shown in Table 1. The relationship between regional GDP and resident population + [25,27] Industrial added value (s 12 ) New value-added to the production process of regional industrial enterprises + [27] Per capita disposable income (s 13 ) Changes in regional living levels + [17,27] Engel coefficient (s The capacity of drainage pipes to discharge flood water + [17,26] Water construction investment (s 25 )…”

“…In terms of allocation methods, a bi-level multi-objective programming model based on equity and efficiency perspectives can be developed to study the allocation of FDRs based on a "top-down" allocation model [25]. Some scholars have used the combined PSR model and entropy-based matching theory [26], fuzzy hierarchical analysis of environmental Gini coefficients [27], entropy weight TOPSIS model [10], and harmonious diagnostic model [28] to study the allocation of FDRs in watersheds, all of these methods have obtained better results of FDR allocation. Some researchers have also analyzed the pricing of FDR transactions [29,30].…”

“…Specifically, it presents that human beings exert pressure on the outside world in production and living activities (P), and in a certain period of time, people show corresponding changes under the action of pressure (S), so that the outside world can take corresponding measures to relieve the pressure and change the state (R). Thus, this is a conceptual framework associated with the causality of what has occurred (pressure), the current status (state), and what action should be taken (response; F. Sun et al, 2020 ).…”

“…Xu used ArcGIS to simulate the 2016 flood damages in the Qinhuai River Basin, proposed that the downstream cities could purchase flood drainage rights from the upstream region to reduce the flood control pressures, and formulated a pricing method for flood drainage rights trading [35]. Sun et al formulated a framework of flood drainage rights allocation based on the pressure-state-response model and adopted an entropy-based matter-element model to evaluate the flood statuses and calculate the flood drainage rights of four cities in the Sunan Canal [36]. After that, they proposed a pricing model of flood drainage rights transactions based on the fair preference theory [37].…”
