It is necessary to identify critical success factors (CSFs) that affect the construction process. This paper’s aim is to define the CSFs considering views of all construction project stakeholders. The contribution of this paper is to categorize project success factors into categories and quantify the effect of each category taking into account the effect of all stakeholders on project efficiency and progress. To achieve this objective, a comprehensive literature review was carried out. After literature review, 40 success factors were compiled into seven categories: project-related factors, company- and work-related factors, client-related factors, project management factors, design-team-related factors, contractor-related factors, project-manager-related factors. Consequently, a survey including these listed success factors was prepared and distributed to various experts in the construction field to be ranked; 148 responses were received. Employing the Relative Importance Index (RII) and traditional Analytic Hierarchy Process (AHP) method with Saaty random index that prioritizes these CSFs, the collected data were analyzed after receiving responses. Even though there were disagreements in stakeholders’ views and their goals, significant areas have been identified as project financial issues, managerial aspects, and authorities’ approval mechanism. The outcome of this paper would be used by construction industry professionals to support, evaluate, and measure the success of projects for better allocation of resources.

We demonstrate that the use of Performance Frameworks for the procurement of construction projects by public sector organizations in the UK (specifically, in England) leads to significantly improved outcomes in terms of time, cost, quality, sustainability and closer relationships, than the traditional ‘open tender’ approach of procuring discrete projects, individually. We identify the factors that lead to such improvements. We label these: supplier’s task performance factors (project staff, execution approach, competence of firm and structure of firm); supplier’s contextual performance factors (trust and collaboration, culture and conscious behaviour); and client’s organisational factors (incentives, performance monitoring, procurement approach and communication). And we offer a performance improvement model that will help project managers to select the most appropriate suppliers at the procurement phase, to achieve successful project outcomes. The model can also be used to drive project performance further, by adopting client’s organisational factors during the procurement and construction phases. By applying the research conclusions, suppliers will be able to focus on communicating their strengths in the relevant aspects of task and contextual performance for technical tender proposals, and so increase the value of their services and the probabilities of winning work. And the analysis can be used by policy makers to help in drafting regulations and legislation on formal frameworks, in ways that will improve the delivery of policy objectives.

Improving public works’ value for money: a new procurement strategy

Purpose The purpose of this paper is to propose a new procurement strategy with the aim to achieve higher value for money (VFM) in public works delivery. Its main innovation lies in the possibility of optional submission of cost-efficient design variants by any interested contractor within the context of an open procedure. The final scope of works incorporates the variants approved, and all contractors are invited to submit a bid for the revised scope and budget. Design/methodology/approach This paper is a piece of applied research presenting the development of a new, cost-effective procurement strategy for public works, geared at the European Union (EU) legal framework. The strategy’s feature compilation has been based on comprehensive literature review while numerical data from a real world project were used to demonstrate its financial advantages. Findings The proposed strategy enables the delivery of the best value project at the lowest cost possible. This is achieved through ensuring high competition among competent contractors, improving the cost efficiency of technical solutions, discouraging future scope changes and establishing objectivity, fairness and transparency in the process of contract award. Practical implications The use of the proposed strategy results in public projects of enhanced VFM, reduced constructability issues and less scope changes during the construction stage. Originality/value The proposed strategy marks a new approach in procurement which enables the delivery of best VFM in public works. Therefore, it makes a valuable contribution towards the achievement of the overarching EU target for efficient public spending.
