Influence of Pavement Condition on Environmental Costs

Abstract: Pavement conditions significantly influence the generation of nuisances that influence the environment and induces costs borne by society. This paper presents a new tool designed to monetize and incorporate environmental impacts in decision-making processes. The Pavement Environmental Impact Model (PEIM) is the first attempt to adapt the Impact Pathway Approach (IPA) to assess the emission, dispersion, and impacts of noise, air pollution, and greenhouse gases so that environmental impacts can be included in th… Show more

“…The latter study also includes an economic performance indicator, in the form of net present value (NPV), including the economic flows associated with road maintenance as well as vehicle consumption, calculated with a single discount rate of 2.3%. A decision support method for road surface management, developed by Pellecuer et al [45], calculates the monetized health impacts of road noise and atmospheric pollution, as well as the cost of carbon dioxide emissions associated with traffic, under different road surface conditions. It also includes the variation in fuel consumption but not wear on tires and suspension.…”

“…Pavement conditions significantly influence the generation of nuisances that influence the environment and increase the costs borne by society. The Pavement Environmental Impact Model (PEIM) is the first attempt to adapt the Impact Pathway Approach (IPA) to assess the emission, dispersion, and impact of noise, air pollution, and greenhouse gases so that environmental impacts can be included in the economic models of pavement management units (Pellecuer et al 2014).…”

“…Pavement management agencies spend a significant amount of public money every year to maintain roads and reduce the impacts of nuisances caused by pavement deterioration (Pellecuer, Assaf, & St-Jacques, 2014). Yet, U.S. roads continue to be in a state of disrepair, and there is substantial competition for these public dollars.…”
