This study aims to collect the required information to construct a conceptual model to measure e-learning information system success in higher education setting. The methodology used in this study is literature study which was done by comparing six articles from international journals across the globe. Other articles as well as books were also used to support the findings in this study. Further in-depth study and comparisons was made to find suitable variables to evaluate e-learning system success. The conclusion of this study is a conceptual model which implements user satisfaction as mediating variable of the relationship of elearning service quality and system quality on students' individual performance as a measure of e-learning system success. Furthermore, this conceptual model can be an essential reference to be implemented in further related research.

Human resource development has a strategic meaning for the development progress of a nation. Countries that succeed in its national development factually give great attention to human resource development. Some studies suggest the importance of externalities and human resources factors to spur economic growth. The indications of human resources have a role in smoothing the process of technology transfer and creation, the idea that high investment in human capital is a prerequisite that must be done in advance, in the process of economic growth, to support investment in physical capital. This paper aims to discuss the neoclassical growth model providing a basis for understanding the differences among the interregional growth related factors that affected of different growth in economic development.

This paper aims to examine the impact of E-learning quality on students' satisfaction and performance before and during the COVID-19 pandemic and the role of gender as a moderating variable. A descriptive and inferential approach was used where a specially designed questionnaire was distributed on a simple random sample of students enrolled in Public Security Training City in Riyadh, Saudi Arabia. Data were gathered from 352 respondents. The multiple regression analysis was used to justify the proposed hypotheses. The study found that E-learning system quality and E-learning service quality positively impacted student satisfaction, which made a significant and positive impact on student performance. Moreover, gender played a moderating role in the relationship between E-learning system quality, E-learning service quality, and student satisfaction. Finally, it was found that the relationship between all variables during COVID-19 was stronger than relationships that existed before the COVID-19 pandemic.Contribution/Originality: This study is one of very few studies which have investigated relationships between E-learning system quality, E-learning service quality, and student satisfaction in the public security sector where new policies and regulations have been applied as a part of Saudi vision (2030), including women participation in this sector.
