In many regions, the frequency and extent of wildfires has increased in recent years, a trend which is expected to continue. Hence, there is a need for effective fire management strategies. Such strategies need to be based on accurate and complete data on vegetation condition and post-fire effects, collected in the field as well as by remote sensing approaches. Unfortunately, wildfire databases are often incomplete in terms of their spatial and temporal coverage, as well as the documentation of fire outcomes. The aim of this study was to devise a methodology to construct a comprehensive national wildfire database. We developed and tested this methodology for Israel, as a case study. The methodology combines data on wildfires in Israel from two sources: remote sensing and field data collected by governmental agencies, representing the period between 2015 and 2022. The resulting database contains 2276 wildfires larger than 10 ha with information (where and when available) on their occurrence date, fire duration, ignition cause, and more. The methodology presented here provides a blueprint for developing large-scale and comprehensive fire databases elsewhere, and facilitates future studies on wildfire risk by providing a robust, unified database of the fire history of Israel from 2015 onwards.

“Hot Forests”: Spatial Concentration of Forest “Pyro-Terrorism” in Israel

One of the areas in terrorism research that has not been adequately examined is the geographic concentration of pyro-terrorism (PT) attacks. The literature related to the geographical distribution of terror generally focuses on macro-places (continents, countries and regions) and micro-places – “hot spots”. However, to our knowledge, the geographical distribution of terror in forests has yet to be studied. The findings of “hot spots” studies have great relevance for law enforcement practitioners. This study examines the spatial characteristics of forest PT and whether there is a concentration of PT attacks in a limited number of “hot forests” that are stable over time. This study examined the entire population of suspected forest PT in Israel between 2008 and 2022 (excluding 2016), totalling 2,297 attacks. The research revealed high spatial clustering of forest PT attacks concentrated in specific “hot forests” and that they were stable over time. In conclusion, the concentration of PT attacks calls for a specialized counterterrorism response, equivalent to “hot spots policing”, based on the characteristics of potential terrorist hot forests.

Global warming is one of the hottest topics today, impacting every aspect of our life on Earth. Surprisingly, the effects of climate change on critical infrastructure protection have not been studied extensively. This paper i) examines three challenges raised by heatwaves: managing environmental risks; failure of partners and supply chains caused by extreme weather; operation during heatwaves, and ii) gives an overview of the responses of the European financial sector. By contributing to the growing research area of global warming, this study provides an opportunity to understand some of the climate risks better and offers some insights into the climate strategy of the European banking industry. Research data is drawn from two primary sources. Relevant literature was explored, and current supervisory recommendations were examined along with the results of the European financial sector's first climate risk stress test.
